Message-ID: The International Monetary Fund (IMF) gave $163. 9 million to the de facto Honduran government run by Roberto Micheletti, presumably to strengthen its reserve and inject liquidity into the economy of this country that remains mired in a sharp political crisis. The payment is part of a strategy of the G20 (group of industrialized and emerging countries) to finance the illegitimate president said, ? the IMF had "respect" for his government?, following the decision of this organization giving millions of dollars to the de facto Executer. For its part, the president of the Central Bank of Honduras (BCH), Sandra de Midence said the IMF "is respecting that we are a member". She criticized other financial organizations that have removed the financial support, following the coup that gave the de facto government against the constitutional president Manuel Zelaya, on 28 June. The BCH, said Tuesday that 150, 1 million from the Fund were submitted on August 28 and the rest of the figure (163.9 million) will be awarded by this body, the coming week. He also indicated that the de facto government has agreements with the IMF, and simply are "respecting" their membership of the G-20. "We had no agreement with the Fund, but they are respecting we are a member country and we see this clearly, as we have been granted these resources," which "was evenly to all countries" beneficiaries of this program the G-20, said of Midence. She added that this grant can not be called "anti-blockade" and ensures that the constitutional president, Manuel Zelaya, never made agreements with the IMF. She reiterated that the IMF is an agency that is "serious and responsible" to allow the distribution of the reserves for the "economic stability" of the nation. "This reflects the responsibility and character with which they handle these supranational bodies, unlike the Central American Bank for Economic Integration (BCIE)," said the president of the BCH. The BCIE, the Inter-American Development Bank (IDB) and World Bank took economic measures to suspend funds to Honduras after the ousting of Manuel Zelaya, a move that the de facto government considered "illegitimate". BCH President reported that the new Government of Honduras will assume office on January 27 next year and believes they will soon be able to resume economic deliveries IDB, WB and then negotiate formal agreements with the IMF. In mid August, the president of the BCH and the de facto finance minister of Honduras, Gabriela Nunez, attended a meeting of G-20 which discussed the allocation of economic resources by the IMF. Honduras was the only country in Latin America who attended this meeting. On the other hand, the legitimate president of Honduras, Manuel Zelaya visited Washington on Tuesday for a meeting of the Permanent Council of the Organization of American States (OAS), who stated the organization's member countries agree to tighten measures against the de facto government of Micheletti. Dear Mr. Roth, We are deeply concerned by the absence of statements and reports from your organization over the serious and systematic human rights abuses that have been committed under the Honduran coup regime over the past six weeks. It is disappointing to see that in the weeks since July 8, when Human Rights Watch issued its most recent press release on Honduras, that it has not raised the alarm over the extra-judicial killings, arbitrary detentions, physical assaults, and attacks on the press - many of which have been thoroughly documented - that have occurred in Honduras, in most cases by the coup regime against the supporters of the democratic and constitutional government of Manuel Zelaya. We call on your organization to fulfill your important role as a guardian of universal human rights and condemn, strongly and forcefully, the ongoing abuses being committed by the illegal regime in Honduras. We also ask that you conduct your own investigation of these crimes. ? While Human Rights Watch was quick to condemn the illegal coup d'etat of June 28 and the human rights violations that occurred over the following week, which helped shine the spotlight of international media on these abuses, the absence of statements from your organization since the week following the coup has contributed to the failure of international media to report on subsequent abuses. The coup regime's violent repression in Honduras has not stopped. Well-respected human rights organizations in Honduras, such as the Committee for the Relatives of the Disappeared Detainees (COFADEH), and international human rights monitors have documented a series of politically-motivated killings, hundreds of arbitrary detentions, the violent repression of unarmed demonstrators, mass arrests of political opposition, and other violations of basic human rights under the coup regime. The killing of anti-coup activists has been documented in press reports, bringing to a total of ten people known or suspected to have been killed in connection to their political activities. Press freedom watchdogs such as Reporters Without Borders and the Committee to Protect Journalists have issued releases decrying the regime's attacks and threats against various journalists and the temporary closure and military occupation of news outlets. Various NGO's have issued alerts regarding the politically motivated threats to individuals, and concern for people detained by the regime, but no such statements have come from Human Rights Watch. ? This situation is all the more tragic in that the coup could easily be overturned, if the Obama administration sought to do so, by taking more decisive measures, such as canceling all U.S. visas and freezing U.S. bank accounts of leaders of the coup regime. Yet not only does the administration continue to prop up the regime with aid money through the Millennium Challenge Account and other sources, but the U.S. continues to train Honduran military students at the Western Hemispheric Institute for Security Cooperation (WHINSEC) - the notorious institution formerly known as the School of the Americas. If the coup were overturned, and the democratically elected government restored, it is clear that the many rampant human rights abuses would immediately cease. If Human Rights Watch would raise its voice, it would be much more difficult for the Obama administration to ignore Honduras' human rights situation and maintain financial and other support for its illegal regime. We know that there are, sadly, innumerable urgent human rights crises around the world, all of which require your attention. Addressing the deteriorating situation in Honduras, however, is of paramount importance given its potential to serve as a precedent for other coups and the rise of other dictatorships, not just in Honduras, but throughout the region. History has shown that such coups leave deep scars on societies, and that far too often they have led to the rise of some of history's most notorious rights abusers, such as in Pinochet's Chile, Videla's Argentina, and Cedras' Haiti, to name but two. As human rights defenders with extensive experience in dealing with the appalling human consequences of these regimes, Human Rights Watch is clearly well placed to understand the urgency of condemning the Honduran regime's abuses and to helping ensure the coup is overturned, that democracy is restored, and that political repression and other human rights abuses are stopped. Damos a conocer la denuncia que nos ha sido enviada. Guillermo Rafael Baquero Serrano pertenece al Comit? Ejecutivo de la Asociaci?n Colombiana de Estudiantes Universitarios, ACEU. El domingo 6 de septiembre viaj? a Tegucigalpa en una misi?n de observaci?n organizada por la Red Social para la Educaci?n P?blica en Am?rica, RED SEPA, en representaci? n de la Organizaci?n Continental y Caribe?a de Estudiantes, OCLAE. El 28 de Junio Honduras vivi? un golpe militar que depuso al presidente constitucional MANUEL ZELAYA. Desde entonces ese pa?s vive un r?gimen de terror bajo el gobierno de facto de ROBERTO MICHELETTI. Cuando se dispon?a regresar a Colombia, GUILLERMO RAFAEL BAQUERO SERRANO fue retenido por las fuerzas de seguridad de ese pa?s. Hechos: 1. Cuando GUILLERMO RAFAEL BAQUERO SERRANO se dispon?a a tomar el vuelo n?mero 825 de la Aerol?nea COPA AIRLINES, que sal?a a la 2:00 pm el d?a 10 de septiembre con destino a Colombia con escala en ciudad de Panam?, fue hurtado el equipaje de mano del doctor STEPHEN STEWART, Secretario T?cnico de la RED SEPA con quien se encontraba. 2. La Polic?a Nacional de Honduras captur? a la banda de asaltantes que ten?a el equipaje del doctor STEPHEN STEWART. Cuando llegaron a la Estaci?n de Polic?a del aeropuerto, se percataron que ?sta se encontraba adjunta a la Oficina de la INTERPOL. Los agentes registraron, sin autorizaci?n, el contenido de la maleta y en su b?squeda encontraron videos y fotograf?as de los atropellos y excesos cometidos por la fuerza p?blica en el marco de las manifestaciones pacificas del Frente Nacional de Resistencia Contra el Golpe Militar. 3. A las 1:30 pm se inicia un exhaustivo interrogatorio tanto a GUILLERMO RAFAEL BAQUERO SERRANO como al doctor STEPHEN STEWART, indagando el motivo de la visita y fines de nuestras organizaciones. En el interrogatorio se les insist?a constantemente: "que no estaban detenidos, pero que no pod?an salir de la oficina"; "que no estaban detenidos, pero que no se les permit?a hacer llamadas"; "que no estaban detenidos, pero que no ten?an derecho a moverse libremente por la oficina de la INTERPOL ", organismo quien realizaba el interrogatorio. En el interrogatorio se le hicieron las siguientes preguntas al doctor STEPHEN STEWART: ?Por qu? andaba con la resistencia? ; ?Qu? hac?a con un colombiano en Honduras?. A GUILLERMO RAFAEL BAQUERO SERRANO se le insinu? que ten?a v?nculos con acciones delictivas en Tegucigalpa, aludiendo a atentados supuestamente perpetrados por extranjeros. 4. A las 2:00 pm una funcionaria de la INTERPOL , decidi? unilateralmente cancelar la reserva a?rea de GUILLERMO RAFAEL BAQUERO SERRANO y de STEPHEN STEWART, con el argumento de que, obligatoriamente, deb?an denunciar a los delincuentes en una Estaci?n de Polic?a. Sin embargo, la atenci?n siempre estuvo concentrada en el contenido de la maleta y en m?s de una ocasi?n fueron psicol?gica y f?sicamente agredidos por los agentes. 5. Del Aeropuerto fueron trasladados a las 3:00 pm a la ESTACI?N CUARTA DE BEL?N DE LA POLIC?A NACIONAL , donde se rindieron las declaraciones y fueron nuevamente interrogados por el material alusivo al FRENTE NACIONAL DE RESISTENCIA CONTRA EL GOLPE MILITAR. Luego un suboficial de la polic?a ordena a un agente ubicado en la porter?a no dejarlos salir de la Estaci?n , a pesar de que los oficiales insist?an que no estaban retenidos. 6. Dos horas despu?s, llega la DIRECCI?N NACIONAL DE INVESTIGACI?N CRIMINAL, DNIC, y su COMANDO ESPECIAL COBRA, para indagar no s?lo de los motivos y objetivos de la visita de GUILLERMO RAFAEL BAQUERO SERRANO y de STEPHEN STEWART a Honduras, sino que adem?s exig?an informaci?n acerca de las personas con las que se reunieron del FRENTE NACIONAL DE RESISTENCIA CONTRA EL GOLPE MILITAR y de los COLEGIOS MAGISTERIALES DE HONDURAS. Se les se?al? tener pasaportes falsos y que iban a trasladarlos a sus oficinas. Se le hicieron se?alamientos a GUILLERMO RAFAEL BAQUERO SERRANO s?lo por portar visa venezolana. En ning?n momento les permitieron hacer llamadas. 7. En un descuido de los agentes, GUILLERMO RAFAEL BAQUERO SERRANO logr? dialogar con una se?ora que estaba colocando una denuncia en dicha estaci?n, que por suerte pertenec?a al movimiento de resistencia. Ella hizo llegar la informaci?n de lo que estaba sucediendo a los abogados del FRENTE NACIONAL DE RESISTENCIA CONTRA EL GOLPE MILITAR. Ellos se presentaron a la estaci?n para preguntar por la situaci?n y paradero de GUILLERMO RAFAEL BAQUERO SERRANO y de STEPHEN STEWART, a lo cual los funcionarios negaron tenerlos en su poder en varias ocasiones. La insistencia del abogado hace que ?ste se dirija hacia la parte de atr?s de la estaci?n, donde los ten?an retenidos. Ante la presencia del abogado en el lugar de la retenci?n, son liberados pero sus pasaportes son retenidos hasta las 7 pm, cuando finalmente les son devueltos. 8. La ?ltima comunicaci?n que se tuvo con GUILLERMO RAFAEL BAQUERO SERRANO, fue el d?a 11 de Septiembre a la 1:30 Pm hora colombiana. En esa comunicaci?n manifest? su preocupaci?n porque la Aerol?nea COPA AIR LINES le notific? que nunca fue informada por parte de la INTERPOL de la cancelaci?n de la reserva. El abogado le inform? que los documentos del malet?n hurtado est?n en manos de la inteligencia militar, y que los oficiales registraron como due?o del malet?n a GUILLERMO RAFAEL BAQUERO SERRANO. Por su parte, la Aerol?nea deliberadamente est? dilatando el viaje de regreso a fin de ganar tiempo, para que la inteligencia militar adelante consultas con la embajada colombiana y lograr m?ritos para la judicializaci? n. Hasta la ?ltima comunicaci?n, COPA AIR LINES no le hab?a brindado a GUILLERMO RAFAEL BAQUERO SERRANO ninguna soluci?n para su regreso. EN CONSECUENCIA: 1. Exigimos a las autoridades civiles y militares Hondure?as levantar todas restricciones que han impedido la libre circulaci?n de GUILLERMO RAFAEL BAQUERO SERRANO, con el fin de que pueda regresar a su pa?s de origen. 2. Demandamos de la Canciller?a colombiana, acciones oportunas que permitan prevenir abusos por parte de las autoridades hondure?as contra el ciudadano GUILLERMO RAFAEL BAQUERO SERRANO y asegurar su pronto retorno. 3. Boston) The President of Colombia Alvaro Uribe will visit Boston next week and will be speaking at Harvard's David Rockefeller Center for Latin American Studies and also at the Institute of Politics. This shouldn't surprise anybody because after all it is the likes of Uribe who are formed at Harvard. What is surprising is that Uribe has the arrogance to appear in public in one of the largest Latino community, East Boston. On Saturday, September 26, Uribe is planning to speak between 9am to 12 noon at East Boston High School. Uribe is responsible for crimes against humanity in Colombia such as the forced displacement of peasants from their land to allow corporations to settle there instead. In the process paramilitary thugs have killed hundreds of people, with total impunity. Likewise, dozens of union leaders have been assassinated and there are hundreds of political prisoners. However, the United States have consistently supported him with funds and military personnel and equipment. Let's only remember Plan Colombia which channeled millions of dollars to support repression and displacement of innocent people. Now, under the leadership of President Barack Obama will install additional military bases in Colombia. The majority of countries in Latin America reject the U.S. military proliferation in their continent through Colombia. We call upon you and your organization to denounce and protest the presence of Uribe in Boston, and in particular in our own communities. ''It is difficult to sell booking agents here on this music,'' said Suazo's wife Cindy Suazo, who is also his manager. The crowds that come out for Latin music around here are expecting to hear more of a merengue style, but punta is very different. Suazo, 30, plays the music of the Garifunas, a rich mix of African, Arawak, French, Spanish, and black Caribbean people who originally lived on the island of St. Vincent, north of Venezuela, and who were deported in the early 18th century to Honduras and Belize in Central America. Punta is the percussive upbeat music played at Garifuna funerals, where, according to Suazo's percussionist Alvaro Castillo, the music blesses the soul. Punta continues to be played in Honduras and Belize, with lyrics sung in Honduras generally in Spanish and in English in Belize. Punta rock comes from the more westernized Belize version, which uses electric guitar and bass. While Suazo does use electric instruments, he is determined to sing in neither Spanish nor English but to uphold the tradition of the original Garifuna language, which he admits can lead to confusion with the local Latin crowd that speaks mostly Spanish. ''People around here really like this music when they are hearing it for the first time, people from Honduras, Guatemala, and even Americans,'' said Suazo. Still, it can be difficult bringing something new to the community. In addition to the language barrier, the music itself sounds remarkably different from salsa and merengue. Drum triplets charge along at a breakneck pace while the bass hits staccato downbeats. This contrasts with Latin styles, where the bass tends to play the role of the rhythmic spoiler, accenting mostly the upbeats to give the music a complex, unbalanced feel. It is, however, an effect that Latin music dancers are used to moving to, though the unfamiliar language combined with the unusual rhythm necessitates learning a different dance style. Suazo has become an ambassador of both the Garifuna language and the dance, teaching from the stage, sometimes holding workshops in cities where the group plays. A Garifuna community organization in Nicaragua paid him to travel there to teach the roots of the culture. Suazo writes and plays original music in the Garifuna language. His latest CD release is called ''Tanari Mama'' and is a tribute to his mother, who died six months ago. Grandin's single mention of the Honduran resistance comes as an afterthought and does not capture the vibrant, massive, multidimensional cultural uprising on the day the rightful president was ousted. I flew to Tegucigalpa with a human rights delegation after the coup, where we witnessed the burgeoning of a movement of hundreds of thousands of * hondurenos*, which continues to this day. The resistance manifests itself in community journalism, acts of civil disobedience, mass demonstrations and countless gestures of solidarity on top of artistic expressions, so central to Latin American liberation movements. Grandin rightly points out the threat of the coup to the stability of the region. If we oppose it, we must support the resistance: as witnesses, financiers and organizers. Their actions--which include a call to boycott scheduled November 29 presidential elections--have finally forced Washington to join the rest of Latin America and announce that it will not recognize the result of that vote. The Honduran regime is desperate, threatening to prosecute anyone who abstains from casting a ballot (voting is technically mandatory in Honduras, but in the past it was not enforced). Also disturbing is that the coup government has just revoked the citizenship of Catholic priest Andres Tamayo, whom *Nation* readers may know as a 2005 Goldman Environmental Prize recipient. Born in El Salvador, Tamayo is a naturalized Honduran who has been in the country since 1983, working with peasants in their fight to defend their land against commercial logging.
