At this moment the peasant population in the Agu?n Valley is living under extreme tension caused by the mobilization of military, police, and security guards hired by businessmen involved in the land dispute with the MUCA. According to information obtained so far, farmers fear that the mobilization of military, police, and heavily armed guards plans to evict people from the land on the left bank of the Aguan River. The threatened settlements include: Suyapa del Agu?n, Guanch?as, Buenos Amigos, Remolino, Despertar, Trinidad, San Esteban, Quebrada Honda, Paso Agu?n, El Plantel, Islas 1 and 2, Mara?ones, and Bolero (April 25). We request the presence of the Human Rights Prosecutor to investigate recent events and take the appropriate legal measures to punish the guilty, while at the same time, to monitor armed movements in the region to avoid further violations. This killing comes after the steady escalation of the presence of military, police and private security forces in the area. The morning of Lobo?s inauguration, January 27, 2010, a group of police, military and private security forces entered a MUCA community, where they opened fire and gravely injured four young men. The timing of acts of extreme repression during significant moments appears to be a pattern meant to send messages to the Frente. In addition to the violence, disinformation is being published in the Honduran press stating that the MUCA families are an armed guerrilla movement tied to the national Resistance movement, financed by international drug traffickers, tied to the Colombian guerrilla movement the FARC and with the backing of Venezuela, Cuba and Nicaragua. Though blatantly false this fabrication is disturbingly similar to narratives being promoted in the United States Congress by lobbyists and right wing congress people. The objective of the manipulation of Honduran press may not only be to manipulate the Honduran population, but apparently to substantiate a false narrative presented to the ?international community.? Hondurans have been very savvy and capable in avoiding an armed or violent response to the coup and the provocations of the anti-democratic forces. They know that an armed resistance movement would provide justification for even greater repression and even more pervasive de-legitimation of their political demands. POLICE WIFE DENOUNCES OFFICERS DETENTION FOR ILLEGAL ACTS In a communiqu? dated April 1, 2010, the Committee for Defense of Human Rights in Honduras (CODEH), explains that on Friday, March 26, 2010 it received a phone call from a woman who stated: "I speak for more than thirty police officers who have been locked up for over two weeks, in the premises of the Regional Police Command of Tocoa, Colon, I am the wife of one of them?these officers were brought from various regions of the country such as La Paz, Comayagua, Choluteca, among others, having been told they were being recruited for a mission to Tegucigalpa. From Tegucigalpa they were sent to Colon? they are being trained to commit acts that are against the law, they are offering better pay and that if something happens to implicate them they will immediately be transferred to places they came from, they are told they will confront guerrillas and that was why they were paid well; they make them go hungry while they claim it is because of those people who they soon are going to fight." Following CODEH?s denouncement on national television of the situation, the Human Rights procurator from the city of Tocoa, Colon attempted to visit the named police station in Tocoa but was denied entry, apparently confirming the report. CODEH concludes that ?the thirty policemen selected from various sectors of the country, can be used to make a false belief in the media that they died in combat in the area, confirming the existence of an armed resistance, with this justify the eviction with the death of dozens of farmers and gain control of land.? The Fifteenth Battalion has been consistently implicated in providing direct support to the businessmen implicated in the illegal acquisition of cooperative land. The commander of the military battalion is reported to hire reservists and paramilitaries, and supervise the private security forces on the African Palm plantations. Witness claim the Fifteenth Battalion illegally detained two young members of the MUCA as they rode on their bicycles on January 13, 2009 . On January 27, at 8 am, families living in the Left Margin of the Aguan River, in Trujillo, were subject to an unprovoked attack by elements of the Tocoa Police, the Fifteen Battalion and private security forces. Four campesinos were seriously wounded. Police and military attempted to delay their transport to a hospital. Billy Joya is a Honduran widely rumored to have close ties with, or to work for, the Central Intelligence Agency, and to principally reside in the United States. He is renowned in Honduras for his participation in the ?Battalion 316? death squad, responsible for the kidnapping and torture in the 1980s. Since the 1980?s, Billy Joya is reportedly the owner of major private security firms in Honduras and has consistently held security advising in government cabinets charged with overseeing policing and security. THE STRUGGLE OF THE COOPERATIVES IN THE BAJO AGUA Early in the 1990s, while Central America was still immersed in ?peace processes,? a wave of legislation across Latin America destroyed legal mechanisms to insure the possibility of securely held collectively owned land; its impact resonated the loudest in Mexico where the reform of Article 26 of the constitution destroyed the Ejido system; this was an important factor in the formation of the Zapatista movement. In Honduras, that same international land agenda hit hard. In 1992 changes to Honduras? agrarian reform legislation made it possible for land acquired through the agrarian reform program to be resold. This allowed the incredibly politically powerful Honduran businessmen, Miguel Facusse, Rene Morales and Reinaldo Canales, beginning in 1998, to destroy 29 African Palm oil producing cooperatives of the Aguan region through the use of paramilitary violence to intimidate cooperatives into selling and other illegal mechanisms. These methods are very similar to methods being employed throughout the region by drug traffickers to acquire land. In this way these men have become some of largest landholders in Central America. They have also received significant financing from the private sector funding arm of the Inter American Development Bank. In 2001, the now landless families from the cooperatives destroyed in this process formed the MUCA, through which they continued to investigate the illegalities in the manner in which the Aguan cooperatives had been acquired. In 2004 they presented the first of many law suits. Unfortunately as is the standard practice in Honduran justice administration, the suits simply have not been expedited, this kind of corruption is what inspired hunger strikes by Honduran justice operators in 2008. This forced the farmers, beginning in 2006, to undertake a series of peaceful protests, which culminated in a negotiation process. The negotiations had advanced to the point of signing an important agreement with then president Manuel Zelaya on June 12, 2009. The agreement would have allowed the farmers to acquire land title to the contested farms, as they provided sufficient proof of their land rights. However, the June 28, 2009 military coup forced an end to the land titling process. Thus, on December 9, 2009, during the de facto regime headed by Roberto Mitcheletti, the MUCA began occupying the farms to which they hold legal rights but which were illegally in the possession of Facusse, Morales and Canales. The objective of the manipulation of Honduran press may not only be to manipulate the Honduran population, but apparently to substantiate a false narrative presented to the ?international community.? Hondurans have been very savvy and capable in avoiding an armed or violent response to the coup and the provocations of the anti-democratic forces. They know that an armed resistance movement would provide justification for even greater repression and even more pervasive de-legitimation of their political demands. POLICE WIFE DENOUNCES OFFICERS DETENTION FOR ILLEGAL ACTS In a communiqu? dated April 1, 2010, the Committee for Defense of Human Rights in Honduras (CODEH), explains that on Friday, March 26, 2010 it received a phone call from a woman who stated: "I speak for more than thirty police officers who have been locked up for over two weeks, in the premises of the Regional Police Command of Tocoa, Colon, I am the wife of one of them?these officers were brought from various regions of the country such as La Paz, Comayagua, Choluteca, among others, having been told they were being recruited for a mission to Tegucigalpa. From Tegucigalpa they were sent to Colon? they are being trained to commit acts that are against the law, they are offering better pay and that if something happens to implicate them they will immediately be transferred to places they came from, they are told they will confront guerrillas and that was why they were paid well; they make them go hungry while they claim it is because of those people who they soon are going to fight." Following CODEH?s denouncement on national television of the situation, the Human Rights procurator from the city of Tocoa, Colon attempted to visit the named police station in Tocoa but was denied entry, apparently confirming the report. CODEH concludes that ?the thirty policemen selected from various sectors of the country, can be used to make a false belief in the media that they died in combat in the area, confirming the existence of an armed resistance, with this justify the eviction with the death of dozens of farmers and gain control of land.? The Fifteenth Battalion has been consistently implicated in providing direct support to the businessmen implicated in the illegal acquisition of cooperative land. The commander of the military battalion is reported to hire reservists and paramilitaries, and supervise the private security forces on the African Palm plantations. Witness claim the Fifteenth Battalion illegally detained two young members of the MUCA as they rode on their bicycles on January 13, 2009 . On January 27, at 8 am, families living in the Left Margin of the Aguan River, in Trujillo, were subject to an unprovoked attack by elements of the Tocoa Police, the Fifteen Battalion and private security forces. Four campesinos were seriously wounded. Police and military attempted to delay their transport to a hospital. Billy Joya is a Honduran widely rumored to have close ties with, or to work for, the Central Intelligence Agency, and to principally reside in the United States. He is renowned in Honduras for his participation in the ?Battalion 316? death squad, responsible for the kidnapping and torture in the 1980s. Since the 1980?s, Billy Joya is reportedly the owner of major private security firms in Honduras and has consistently held security advising in government cabinets charged with overseeing policing and security. THE STRUGGLE OF THE COOPERATIVES IN THE BAJO AGUA Early in the 1990s, while Central America was still immersed in ?peace processes,? a wave of legislation across Latin America destroyed legal mechanisms to insure the possibility of securely held collectively owned land; its impact resonated the loudest in Mexico where the reform of Article 26 of the constitution destroyed the Ejido system; this was an important factor in the formation of the Zapatista movement. In Honduras, that same international land agenda hit hard. In 1992 changes to Honduras? agrarian reform legislation made it possible for land acquired through the agrarian reform program to be resold. This allowed the incredibly politically powerful Honduran businessmen, Miguel Facusse, Rene Morales and Reinaldo Canales, beginning in 1998, to destroy 29 African Palm oil producing cooperatives of the Aguan region through the use of paramilitary violence to intimidate cooperatives into selling and other illegal mechanisms. These methods are very similar to methods being employed throughout the region by drug traffickers to acquire land. In this way these men have become some of largest landholders in Central America. They have also received significant financing from the private sector funding arm of the Inter American Development Bank. In 2001, the now landless families from the cooperatives destroyed in this process formed the MUCA, through which they continued to investigate the illegalities in the manner in which the Aguan cooperatives had been acquired. In 2004 they presented the first of many law suits. Unfortunately as is the standard practice in Honduran justice administration, the suits simply have not been expedited, this kind of corruption is what inspired hunger strikes by Honduran justice operators in 2008. This forced the farmers, beginning in 2006, to undertake a series of peaceful protests, which culminated in a negotiation process. The negotiations had advanced to the point of signing an important agreement with then president Manuel Zelaya on June 12, 2009. The agreement would have allowed the farmers to acquire land title to the contested farms, as they provided sufficient proof of their land rights. However, the June 28, 2009 military coup forced an end to the land titling process. Thus, on December 9, 2009, during the de facto regime headed by Roberto Mitcheletti, the MUCA began occupying the farms to which they hold legal rights but which were illegally in the possession of Facusse, Morales and Canales. Morales, with the participation of the army, national police and the naval base of Puerto Castilla. 2.-Paramilitary, military, and police groups are being trained in the fourth infantry battalion in Ceiba Atl?ntida under the command of Billy Joya in the premises of the Atlantic factory exporter in the Quebrada community, in the Tocoa municipality, and in the installations of the 15th Battalion in the Rio Claro community, Trujillo municipality, Colon department. 3.-Beginning on Tuesday, April 6, the occupied land will be intervened militarily, in a violent and bloody way, with the installation of mines and traps. This repression is being called Operation Thunder and includes measures such as the arrest and assassination of MUCA and National Resistance Front leaders as well as the mass detention of peasants and farmers. 4.-The police and army vehicles operating in Colon use the landowners private cars, are armed with AK47s, use ski masks and conduct daily operations with paramilitary forces against the MUCA. 5.-We hold the landowners, the national army, the national police, and the current government for the deaths that have already occurred and for the innocent blood that could run with the development of Operation Thunder. Visiting speakers from Honduras Dr. Juan Almendares and Dr. Luther Castillo spoke in detail about the human rights violations in Honduras during the coup and their continuance under the current regime of Porfirio Lobo. Dr. Juan Almendares stated, ?No one has been brought to justice for the murder of Resistance members during the coup. We bore witness that they have not abandoned their work for a way out the conflict, as in scheduled talks this coming Tuesday 13 with members of the highest levels of the government. 3 .- CODEH talked to government officials about the mobilization of police and military forces in the area and obtained a response that the fundamental purpose of the movement of troops is meant to start a general disarmament scheduled as a result of the high rate of violent deaths in the country. The four years of the last administration left an indicator of 63 violent deaths per 100 thousand inhabitants, and as a result of the political crisis arising from the coup last year (2009), more than 66 deaths per 100 thousand inhabitants were registered. The highest index of violence in Latin America was held by Colombia with 81 violent deaths per 100 thousand inhabitants, but is currently logged as an average of 33 violent deaths per 100 thousand inhabitants. The security situation in Honduras is currently critical. 4 .- We were told that there are no plans for evicting farmers who are presently claiming their right to land. The department of Colon is currently one of the most violent departments of Honduras, violence that instilled fear on the people and even journalists who are being killed or threatened. CODEH could verify the mobilization of police and military troops in the area. This action took the general population by surprise but perhaps not the peasant population in the struggle for their land rights, who look with fear at this security operation since they have been warned that this action is oriented towards them. WHAT WE HOPE FOR: a. ? To not lose sight of the struggle in claiming rights in favor of the families who are currently making such demands under the Agrarian Reform Law, and to reach an agreement that could prevent a conflict in the near future, b. ? That these actions do not disengage the continuation of a dialogue and debate strategy between the farmers and the government. We should focus on achievements that can provide for a continuity in the struggle for other denied rights. c. ? Let us not fall into a trap of deterrence generated by the incorporation of another element of tension into the Aguan crisis. Let us not lose sight of the struggle towards a compliance with the Agrarian Reform Law. If the area?s militarization is not mean to reduce the potential of crime in the area but to attack the peasants who are not guerrilla members, it will mark forever any attempt from this government to implement a human rights policy. El d?a s?bado 10 de abril tomaron control las Fuerzas Militares y Policiales de toda la zona, desplazando para ese prop?sito tanquetas, morteros, lanchas r?pidas, comandos militares y veh?culos especializados de combate todo terreno, cerrando todos los accesos que conducen a la Cooperativa La Confianza. El domingo 11 de abril fue sitiada por el Ej?rcito y la Polic?a la Cooperativa Guadalupe Carney, que en septiembre de 2008 fue escenario de enfrentamientos entre campesinos y terratenientes de la zona, incluyendo al Subcomisionado de Polic?a Henry Osorto, el mismo oficial que hoy comanda el operativo alrededor de esta cooperativa. El lunes 12 de abril las fuerzas de ocupaci?n mantuvieron control de todas las entradas y salidas del departamento de Col?n: Hacia Olancho, Olanchito y San Pedro Sula, y control total de la Laguna de Guaymoreto, adyacente al Valle. Este d?a, 13 de abril, detuvieron a cuatro j?venes estudiantes que transitaban hacia la Escuela Normal de Trujillo, la cabecera departamental; posteriormente fueron dejados en libertad. El d?a 11 y 12 de abril, los operativos de control militar --listado en mano -- revisaron a toda persona que transitaba por la zona, lo que indica la pre existencia de perfiles individuales de los liderazgos campesinos de la zona. De igual manera, han estado levantando informaci?n acerca de la cantidad de camillas que posee cada centro hospitalario de la zona, igualmente el 12 de abril ordenaron a los due?os de negocios que cerraran operaciones a las 7:00 de la noche. Todos estos hechos son implementados mientras transcurren las sesiones de negociaci?n del conflicto en el Instituto Nacional Agrario y la Casa Presidencial, entre agentes del r?gimen de Lobo Sosa y la dirigencia del MUCA. El martes 13 de abril en horas de la madrugada entraron y allanaron las viviendas de afiliados a la Cooperativa El Despertar, donde detuvieron a Ulises La?nez y Vicente Padilla, quienes despu?s de cuatro horas de arbitraria privaci?n de su libertad fueron soltados; en este acto sometieron a agresiones y torturas psicol?gicas a cuatro menores de 2,4,6 y 10 a?os de edad; a esa hora tambi?n entraron a la comunidad de nombre Rio Claro, ubicada pr?xima a la Cooperativa, y sin ninguna orden allanaron tres viviendas donde intimidaron a sus moradores. Last week we had a very important demonstration supporting the campesinos in the valley of Aguan who are in an open struggle for the land against the most powerful business men in the country, the same people that made the Coup in which we still live. This Demonstration called ?La Marcha de los Sombreros? was also a celebration that the people in Aguan have start a process of getting back the land that is legally theirs; because of the strength of this movement the illegal government of Pepe Lobo had to accept to discuss with the campesino leaders. Some land was given, but this is not enough. On Tuesday, Orellana became the seventh Honduran broadcaster to be gunned down since March 1 in a country where complaints about human rights abuses have increased since a military-led coup in June. Most of the victims had reported on organized crime in the northern coastal region of Honduras, a key transshipment point for U.S.-bound cocaine. Reporters Without Borders recently declared Honduras "the world's deadliest country for the media." "This is unprecedented," said Carlos Lauria of the New York-based Committee to Protect Journalists. "Journalists are being targeted, and the state is almost absent. It's a green light for these people." Lauria said the killings appeared to be "the work of hit men, very professional." Jose Miguel Vivanco of Human Rights Watch said the government of President Porfirio Lobo has shown little willingness to solve a pattern of threats, harassment and attacks on grass-roots leaders, unionists and priests since the coup. "Lobo just recently woke up and realized this could become a serious obstacle on his agenda to rejoining the international community," Vivanco said. "But it's not good enough. It's too little, too late. They need to investigate and prosecute those responsible for threats and abuses. They need to prosecute those who are in bed with organized crime." Lobo has been trying to persuade the Organization of American States to reinstate Honduras, which was suspended after the ouster of President Manuel Zelaya in June. OAS Secretary General Jose Miguel Insulza said in December that the reinstatement of Honduras "will only be possible when this country reaches a true restoration of its democratic regime and the outcome of the coup of June 28 has been overcome." Lobo, who was elected in November, insists that democracy has been restored in this country of 7 million. "There is no just reason to punish Honduras," Lobo said Thursday, when he announced that he had requested assistance from Spain, Colombia and the FBI to solve the killings. Honduran media watchdog groups say that finding a single motive in the killings is difficult but that the modus operandi in each case is similar. Two of the journalists, Jose Bayardo Mairena and Manuel Juarez, were driving through eastern Honduras when assassins riddled their car with bullets on March 27 and then shot them at close range, according to media reports. ...Both men worked for a radio program that has reported on under-the-table logging contracts awarded to private enterprise in violation of national environmental codes. Mairena had covered organized crime and a contentious land dispute. Nahum Palacios Arteaga, who had reported on the same land dispute, was driving in the northern town of Tocoa on March 14 when gunmen in two cars fatally shot him with AK-47 assault rifles. Palacios had complained about death threats, which he believed came from the military. During the coup, troops raided Palacios's office and home, confiscated his car and equipment, and held his children at gunpoint, according to the Inter-American Commission on Human Rights, which had urged officials to provide him with security. After his death, the commission lamented "that the state did not implement precautionary measures to protect his life." David Meza, a reporter for El Patio radio station, was shot to death from a van March 11 as he drove in the lush seaside town of La Ceiba. Meza, who had reported on organized crime, had received anonymous calls warning him to be "careful," according to the media groups and local reports. Joseph Hernandez Ochoa, 26, an entertainment show host, was shot to death as he drove home from work March 1. A radio show host who supported the coup, Karol Cabrera, was wounded in the attack and believes she was the target. Three months earlier, gunman had killed her 16-year-old pregnant daughter. Luis Antonio Chavez, 22, who hosted a children's radio program, was shot to death April 13. Alexis Quiroz, the executive director of the Committee for Freedom of Expression in Honduras, said professional killings have been used in a variety of disputes since Mexican organizations began recruiting Honduran gangs to transport drugs. Continuaron diciendo que en esta ocasion la batuta la llevara a cabo la policia nacional y que el ejercito solo estara listo para apoyar en caso que la policia no pueda controlar a las masas. El 1ro de mayo van a capturar personas y las van a desaparecer, el reciente secuestro del Sr. Flores es una muestra que los cuerpos de seguridad del estado no quieren seguir cediendo terreno a la resistencia. Las marchas van a estar mas infiltradas que antes, se colocaran elementos policiales y militares a lo largo y ancho de la marcha para identificar a los lideres y a las personas que nunca fallan a las marchas para secuestrarlas, torturarlas y probablemente asesinarlas. Los medios de comunicacion de Honduras ya fueron informados para que no transmitan la noticia, de esa manera intentaran cubirlo todo, menospreciando la movilizacion social que se dara ese dia del trabajador. La oligarquia le ha recriminado a Pepe Lobo, por no haber controlado a la resistencia, ellos no desean seguir viendo a la gente protestar, pues ello demuestra el clima de inconformidad en el que aun viven los Hondure?os y tanto la oligarquia como el estado estan comunicando a otros paises que en Honduras todo esta en paz y armonia. Primero de Mayo de Boston ha organizado una serie de acciones para marcar el Primero de Mayo n?mero 127 como d?a internacional de los trabajadores que conmemora las luchas y los actos de Chicago en el 1886, cuando 400,000 trabajadores se volcaron a luchar por la jornada de 8 horas. Entre ellos ocho organizadores anarquistas, cinco de los cuales eran inmigrantes, que pasaron a ser reconocidos como los M?rtires de Chicago cuando en un juicio injusto cuatro fueron ejecutados y uno se suicid?. El Comit? espera que cientos de trabajadores y activistas se unan a los miles que marcharan en el estado y alrededor del mundo, ya que aun estamos molestos por lo mucho que hay que luchar para cada trabajador, inmigrante o no, sea tratado con dignidad y respeto. El 1ro. de Mayo del 2010, el Comit? organiza una demostraci?n a las 12 del mediod?a en el Boston Common que contar? con la participaci?n de reconocidos oradores tales como el concejal de Boston, Chuck Turner, y el periodista y escritor rebelde, John Ross, y l?deres del Movimiento Estudiantil de Inmigrantes, todos se enfocar?n en las actuales sufrimientos de los trabajadores y una creciente represi?n y maltrato de los inmigrantes. A esta demostraci?n se unir? una marcha que empezar? a las 11AM en parque Rose Kennedy Greenway en el North End de Boston. Esta marcha contar? con las im?genes en tama?o natural de los M?rtires de Chicago, junto al grupo de teatro Bread & Puppet (Pan y Marioneta). A la 1 PM, luego de la demostraci?n, tendr? lugar una marcha que saldr? del Boston Common para seguir por el centro de Boston marcando instituciones anti-trabajadoras y del gobierno federal, en particular ICE. Los organizadores de este Primero de Mayo est?n profundamente molestos porque: * El estado de Arizona ha pasado una ley racista, SB-1010 que se suma a los ya existentes ataques contra trabajadores inmigrantes y viola libertades civiles b?sicas; * La administraci?n de Obama ha deportado a 388,000 inmigrantes en el 2009 (5% mas de lo que hizo la administraci?n de Bush en su ?ltimo a?o en el poder) * La administraci?n de Obama contin?a la represi?n y la explotaci?n de trabajadores ahora y en el futuro por medio de programas de trabajadores hu?spedes (braceros) como los que propusieron los senadores Schumer y Graham, revocando as? su promesa de resolver la situaci?n de m?s de 12 millones de inmigrantes indocumentados en los EE.UU. * La administraci?n de Obama contin?a aumentando una guerra de agresi?n en el Medio Oriente con cantidades record de muertos en Afganist?n y Pakist?n. * En los EE.UU. y el mundo, los gobiernos cortan servicios sociales mientras ?rescatan? financieramente a los bancos y los negocios de propiedades mientras alrededor del 20% de la fuerza laboral est? desempleada o subempleada.
