From sreyes1 at yahoo.com Wed Feb 3 19:34:31 2010 From: sreyes1 at yahoo.com (Sergio Reyes) Date: Wed, 3 Feb 2010 19:34:31 -0800 (PST) Subject: [HNA] The game of reestablishing relations with Honduras Message-ID: <455242.60721.qm@web38904.mail.mud.yahoo.com> An article that appeared in the right-wing La Prensa of Honduras indicates how many governments begin to take steps to reestablish diplomatic relations with Honduras. The OAS insists in referring to an agreement that was broken by the dictatorship. That agreement allowed for the creation of a "truth commission" to report on the circumstances of the coup last June 28th 2009. Now they are saying that it is the new "elected" government that must appoint this commission. Lobo was an accomplice and open participant and supporter of the illegal ouster of the democratically elected president, Manuel Zelaya. Governments from around the world begin to either send their ambassadors back, after being recalled, and therefore are reestablishing diplomatic relations again. The U.S. meanwhile is placing all its influence on countries to move forward with relations with Honduras. It seems that the international community of countries will allow one more time impunity and those who broke their own laws, but even worse, those who killed unarmed civilians using the power of the armed forces and the police will go unpunished. The article in spanish is below. It's interesting to read that the newspaper didn't edit the dispatch from an unnamed agency that describes the new "president" as "the right-wing president Porfirio Lobos". -------------- next part -------------- An HTML attachment was scrubbed... -------------- next part -------------- An HTML attachment was scrubbed... For the Committee of the Families of the Detained and Disappeared of Honduras, (COFADEH), the current regime is seeking to clean up an image that has been flooded with blood and terror by presenting itself as a government of reconciliation to the international community. However, this is not reality. As wine is sipped in elegant hotels, the story of those who carried out the coup is heard and of those who now carry out their orders regarding the establishment of a Truth Commission. Outside, there are kidnappings, assassinations and the refinement of perverse strategies to dismantle the resistance which has been sustained since the coup d'?tat and advances in its objective of a National Constituent Assembly in order to draft a new Constitution. Every effort is being made to white wash the coup d'?tat. Last week, an amnesty was approved that is a monstrous maneuver to cover the crimes of those who responsible for human rights violations. There is a dire situation in the country in terms of human rights violations. The following cases are just a sample of the emergency that we are living with respect to fundamental rights: Feb. 2, 2010 -- Two young cameramen, Manuel de Jesus Murillo Varela and Ricardo Rodriquez were temporarily kidnapped by police officers dressed as civilians and taken to a clandestine jail. They were hooded and lost consciousness due to asphyxiation. They were threatened with having their toes and then heads cut off if they did not respond to questioning regarding arms and money. The same evening, members of the resistance, Ariel Lobo and Ricardo Dominquez, were captured by preventative police and taken to the Manchen station. They were also interrogated regarding the possession of arms. In August of 2009, Ariel Lobo was the victim of a kidnapping attempt on the part of the army and heavily armed men in civilian dress. Feb. 3, 2010 -- Vanessa Zepeda, a 29 year old nurse, active member of the resistance and union organizer, left her home at 2pm. Her body was later dumped out of a vehicle in the Loarque neighborhood between 6:30 and 7pm. Vanessa was the mother of three children; the youngest is 4 months old. January, 2010 -- Blas Lopez, a teacher and leader of the Pech ethnic group, was murdered in the village of Carbonal. He was an active member of the resistance. Crimes and persecution against the peasant of the Unified Movement of the Aguan, MUCA, continued. In addition, the Security Minister, Oscar Alvarez in collaboration with Public Ministry officials, continues to carry out early morning searches of homes that are a violation of human rights. COFADEH demands that the international community remain steadfast in the struggle against impunity and not be deceived. We ask that you continue to accompany the people of Honduras in our search for freedom, justice and truth. Zepeda had young children and was a leader of the SITRAIHSS labor union (Workers Union for the Honduran Social Security Institute). She had been abducted that afternoon while leaving a union meeting. The administration of the newly inaugurated President Porfirio "Pepe" Lobo has called Zepeda?s murder and other recent attacks common crime. But the Honduran resistance movement ? mobilized since the June 2009 coup against then-president Manuel Zelaya ? see it as a clear message. Trade unionists, especially public sector workers like Zepeda, are among the strongest and largest factions making up the resistance coalition. Opposition to powerful unions was apparently among the motivations for the coup in the first place, and all the country?s major union federations are part of the resistance front. Unions are an impediment to neoliberal pushes to increase privatization, and foreign companies fear clashes with unions or unionizing efforts in Honduras? maquila (factory) sector. Since Lobo?s inauguration on January 27, there have been 10 to 15 assassinations of resistance members and leaders, according to Victoria Cervantes, a Chicago activist who recently returned from meeting with unionists and other groups in Honduras with the group La Voz de los de Abajo. Since the coup, a number of people have been killed and thousands arrested and detained. Most of the previous deaths involved police and soldiers opening fire on crowds or attacking people in the midst of protests. Such open state violence has ebbed in recent weeks. But the targeted kidnapping, torture and assassination of a handful of activists like Zepeda is more chilling and evokes hallmarks of the ruthless right-wing death squads of the 1980s in Central America and more recently in Colombia, according to human rights groups. (Jeremy Kryt has been reporting from Honduras on such human rights abuses for In These Times.) ?Before you might have had 300 army trucks storming through Tegucigalpa,? said Cervantes. ?That could be terrifying, but what?s probably more terrifying is the idea that if you are identified as part of the resistance movement, you or your daughter could be snatched up and tortured. This is more terror at a lower political cost.? Trade unionists and gay and lesbian groups, who have become increasingly visible and organized as part of the resistance, have been the main focus of recent attacks and intimidation. Campesino communities, especially those involved in contested land takeovers, have also suffered recent increases in violence and repression from police and landowners. ?Campesinos have always suffered some level of violence, but this is different,? said Cervantes. There have reportedly been beheadings and a man?s tongue was cut out. Cervantes said Honduran officials known for paramilitary activity in the 1980s have also resurfaced as part of the coup and/or in Lobo?s conservative party. ?It?s the same actors as the ?80s, and they?re desperate to terrify the resistance out of existence,? said Cervantes. ?Again, it?s multinational companies tied in with the oligarchy. According to human rights organizations, there is a marked increase in selective targeting of people and communities active in the resistance movement. Despite a public discourse of reconciliation on the part of Lobo, partners in Honduras are experiencing increased levels of state terror. In the month of January, the Committee of the Families of the Detained and Disappeared of Honduras documented the death of seven resistance members, as well as 12 other targeted incidents including beatings, detentions and disappearance. People continue to flee the country to protect their lives. The deadly pace continues in February with the murder of Vanessa Zepeda, a 29 year old nurse, active member of the Vanessa Zepeda at a Resistance marchresistance movement and SITRAIHASS union organizer (in photo). On Feb. 3, Vanessa left her home at 2pm; at approximately 6:30 pm, her lifeless body was dumped out of a vehicle in Loarque, a neighborhood with strong links to the resistance movement. Vanessa was the mother of three children; the youngest is 4 months old. The United States was a major backer of the highly contested elections in Honduras and is pushing for international recognition of the new government as a U.S. certified democracy. For many however, the deepening human rights crisis attests to the fact that the elections have institutionalized the military dictatorship. The targeted murder of Vanessa is typical of the current counterinsurgency campaign being waged in Honduras. On Friday, Feb. 12, the SITRAIHASS union that Vanessa worked for has called for a march in Tegucigalpa. We can stand in solidarity with Vanessa and the people of Honduras by calling your U.S. Senators and Representatives to let them know that: 1. We are alarmed at the growing human rights crisis in Honduras under the government of Porfirio Lobo. 2. We will not tolerate the funding of state terror in Honduras with U.S. tax dollars. On this day of reflection and solidarity, us members of community radio and media reject the monopolization of the media in Latin America, recognizing it as one of the main means of domination practiced by economic powers in order to promote and justify the plundering of natural, cultural and economic resources of our people. The attack against Faluma Bimetu was not an isolated incident of hostility against community media. Since the coup d'?tat in Honduras, the situation of censorship against voices of opposition has worsened. The wave of aggression and hostility against community media members has intensified since Porfirio Lobo took power and announced his "National Reconciliation" campaign. Such is the case of two reporters from Globo TV who were kidnapped and tortured last week, the cyber attacks against the Vos El Soberano web page, and the threats received by several reporters from the Zacata Grande region. As such and from our collective experience in community media represented at the Summit of the Right of Transmission of Our Voices, we declare: 1. Our alliances among community radio and media have grown stronger in the face of and the intensification of repression that pretends to silence our voices and are ready to present categorical answers against the violation of our freedom of expression. 2. Information and communication is a human right, elaborated from the reality, perspective, interests and culture of our people. We base this on the many international decrees and conventions subscribed to by our country that protect freedom of expression and we demand that they are put into practice. 3. We are faced with the monopolization of media in the region and the interests it has to promote the exclusion of women, indigenous people, garifunas, workers, campesinos, the LGBT community and other marginalized communities. Therefore, we celebrate the importance and persistence of community radio and media to break this media siege by expressing and transmitting the problems faced by our communities and by promoting participatory media from the point of view of our culture and identities and by defending the collective rights of our people and local communities. 4. We reject the criminalization of community media. We will continue to build our own media, legitimized by our people until legislation of our New America reflects, represents and recognizes community media, that which has to encompass the diversity of our cultures and freedom of expression. In Honduras, a National Constitutional Assembly, led by our people, will bring us this de-monopolization and democratization of the media. Today, 6 of february in Triunfo de la Cruz, one month after the attack against us and far from being weakened, Radio Faluma Bimetu and the Radios Comunitarias e Ind?genas de Mesoam?rica air our voices once again, together with our ancestral Garifuna drums, to the rhythm of the strength of the Garifuna speech and the determination of our people to disseminate our voices. -------------- next part -------------- An HTML attachment was scrubbed... It is a right defended by the Universal Declaration of Human Rights. In Honduras, that right is being denied on a daily basis. Since the 1980s, militarists in Honduras have trained paramilitary forces to torture and murder labor unionists and other activists to prevent the people from exercising their basic right to resist exploitation and oppression. ?When the U.S.-backed military coup against the legally elected President Jose Manuel Zelaya took place last June, ?many of the military participants were the perpetrators of this travesty. They discharged their military, paramilitary and police forces to torture and murder labor union leaders, students, LGBT activists and peasants. The U.S. government may claim?that the election of Jos? "Pepe" Lobo was a "triumph of democracy," but that is an out and out lie. The remnants and new recruits of the genocidal U.S.- trained Battalion 3-16 are still conducting political assassinations in Honduras. ? ?Since the coup, our fellow labor activists have been murdered at an unprecedented rate, and murdered stealthily in a way that allows the Lobo government to claim that these?murders were?not political. ?But the murder of the? leader of the SITRAIHSS labor union (Workers Union for the Honduran Social Security Institute), ?Vanessa Zepeda, ?who was abducted when she was leaving a union meeting, leaves no doubt in our minds that this is?an OFFICIAL POLICY and OFFICIAL COVER-UP by the fraudulently ?elected Lobo government. ?We the undersigned members of U.S. labor unions as well as progressive organizations, declare our opposition to this official policy of neo- fascist repression in Honduras, and call upon our own unions to denounce this illegitimate government, and to support our fellow unionists in Honduras. . . Furthermore, we oppose the enabling role the U.S. government has played in the election and ?legitimizing? of the Lobo regime, which is only an attempt to justify and sanitize the criminal coup of June 2009. ? Honduras continues under a de facto regime, installed and maintained through force and arms since June 28 of 2009 until this date, a period in which the Honduran nation has been the subject of constant human rights violations. 2.??????????? The illegitimacy and illegality of the present regime attempts to conceal itself through changes of faces that administer the State, but which obey the same groups of power which order repression and murder and that prevent the development of a true democracy. 3.??????????? The electoral process with which the regime attempts to validate the new figures of the dictatorship was evidently illegal because it was undertaken and administered by authorities? accomplice to the military coup and prevented the free participation of the political opposition, as well as ignoring the atmosphere of terror. For such reasons this process was not observed by any government, mechanism of regional integration or any institution of credibility. Such a process also is illegitimate, because the great majority of the Honduran population did not vote and do not recognize the results. Furthermore the pueblo continues it?s nonviolent struggle to defeat the present totalitarian regime and to return to democratic order. 4.??????????? The human rights situation is severe and is worsening. During the last few weeks more murders, harassments and persecution have been registered against people organized in the Resistencia Popular. From the heads in charge of directing security bodies of the State a military offensive has been announced to end opposition to the regime. 5.??????????? Diverse sectors of the international community, sympathetic governments, social organizations and defenders of human rights have showed their rejection to the present government. For such reasons we declare: a.??????????? We request to the representatives of Governments and States that integrate the Rio Group to that maintain their stance of non-recognition of the Honduran dictatorship until democratic constitutional order is reestablished and the violations of the human rights cease. b.??????????? We will continue our struggle without concern for the actions of State terror undertaken by the coup participants. c.??????????? We thank the Governments and social organizations for their worry regarding the serious situation that our country is undergoing and the actions of solidarity to overcome the crisis. At the most recent annual meeting, a resolution was adopted at the business meeting by a quorum of members. This resolution, in short, asks that the AAA denounce the current human rights violations and support Hondurans that have resisted and continue to resist the June 28, 2009 military coup in their country. The resolution also calls for the support of efforts by progressive forces to facilitate a peaceful and diplomatic solution to the ongoing crisis. Just over eight percent (8%) of the membership voted on this ballot, and the ballot passed, with 656 members voting in support and 166 voting against. Based on the passage of the resolution, AAA is now committed to urge President Obama and Members of the United States Congress to do the following: 1. Acknowledge and condemn the human rights violations that have been committed by the de facto government in Honduras since the June 28^, 2009 coup d? etat; 2. Give support to progressive forces in Honduras striving to create a real democracy and provide support not received from the international community; 3. Work with allied countries to find a peaceful and democratic solution to the ongoing crisis in Honduras; and 4. Join other Latin American countries in withholding recognition of individuals selected in a subsequent election held November 29, 2009 Voting on the resolution began January 18, 2010 and ended February 19, 2010. Tegucigalpa (AFP). A well-known activist with the Resistance Front against the Coup of June 28 in Honduras, Claudia Brizuela, was shot at and assassinated today, Wednesday, February 24, in San Pedro Sula, north of country, this group denounced. ?Today at 2:00 pm, unidentified people came to the C?leo Gonz?les neighborhood, north of the city, knocked on Claudia Larissa Brizuela?s (36 years old) door and shot her several times, killing her immediately,? said a communique of the National Resistance Popular Front, as it goes by its new name. Brizuela was Pedro Brizuela?s daughter, ex-union member and one of the oldest militants with the Honduran Communist Party. Nowadays, he works with the Unified Democratic Party (UD) and is a columnist with La Prensa newspaper. ?Pedro has manifested that the action was a message to him and members of the Front, and that it was a cowardly crime that shows the systematic aggression of terrorist groups and escalation of criminality taking place with the consent of the government,? said the communique. He declared that this was part of a ?systematic and selective aggression against members of the National Front of Resistance,? and those who opposed the coup against Manuel Zelaya, but continue their fight for a Constituent National Assembly, the foundation of the republic but more importantly, a new constitution. Message-ID: <4B869C72.5040809@quixote.org> Last week, on my last day in Honduras Felix Molina and Bertha Oliva asked for a meeting to talk about the future of Felix's evening program on Radio Globo. Although it is the most listened to show on Radio Globo, ultimately, Felix has to come up with $3,000.00 each month to stay on the air. Many of you are aware of the important role which Felix's show plays in Honduras, given the war that has been waged against any media which speaks out against the coup. Felix's early evening - 5 day a week program is a consistent voice providing analysis and reporting against the coup, and is pretty much alone in terms of a program with national reach. The local radios are obviously important, but his is the only regular national anti-coup program. The situation which Felix and Bertha presented to me is that they have funding secured to pay for the broadcast for the next year, beginning in May 2010, but in order for the program to continue, they need to come up with enough *funds to pay for February, March and April- nearly $10,000.00.* I said I would do what I can to spread the word. We at the Quixote Center are willing to collect any funds people are able to send to help keep Felix's program on the air. We will send them everything we are able to raise. I know many of you understand the importance of this program, and hopefully will be willing to contribute to this effort. If you send checks, please send them to: Quixote Center PO Box 5206, Hyattsville, MD 20782. Put 'Radio Globo 'in the note line Could you all please send this note out to your lists? I think that together we can help to keep Felix's program on the air. Thanks, Tom Loudon -------------- next part -------------- An HTML attachment was scrubbed... On behalf of Los Necios and the Honduran pueblo we thank you for solidarity and support of our struggle. The fight to overthrow the dictatorship, bring the oligarchy to its knees and the Honduran pueblo to government is a fight we share and that has no boundaries. We are greatly appreciative of the statement of solidarity that was published in the daily newpaper El Tiempo, yesterday Thursday 25 February. This was another historic day when the social movement demonstrated its tenacity, strengthened commitment and organization. Thousands of Resistencia took to the streets of Tegucigalpa, animated by the joy of participation in the construction of a genuine socialist revolution. Talk was of the pueblo?s lost innocence and increased determination to carry the memory of the Resistencia martyrs, the most recent Claudia?Larissa Bizuela, who was assassinated on Tuesday 24th. The printed statement and the radio messages were discussed by the campesinos, school teachers and housewives as the Resistencia marched towards the presidential palace. Entry to the nearby streets was denied by the special police unit and military forces who were protecting the pueblo?s property which since June 28th has been stolen and maintained through force. However, the?pueblo is now wiser, more tenacious and understands that the real power lies in the streets and in the masses. No matter what lengths the oligarchy and imperialism go to preserve their false power, the Honduran lucha (struggle), which is now the inspiration of social movements in the Americas will continue and will triumph. ?Vencermos! ?Necedad! Sign the Emergency Petition! at http://www.iacenter.org/honduras/condemnhonduranrepression Texto en Espa?ol Dear friends, The situation in Honduras is turning more difficult and dangerous for the people opposing the coup. The repression and human rights violations against the leaders of the National Popular Front of Resistance, particularly trade unionists, women, persons from the LGBT community and reporters is becoming a policy of the new government and it will only increase with the signing of treaties in matters of defense and surveillance with the pro-U.S., fascist, paramilitary government of Alvaro Uribe of Colombia. The United States, by orchestrating and supporting this coup since the very beginning, and by openly recognizing the Lobo government as one that supposedly will bring 'peace and democracy' to the people of Honduras, yet not recognizing the human rights violations and demanding from the international community to do the same, is clearly working on behalf of its own interests of domination of the region and its profit-hungry corporations. The coup in Honduras has not only been a criminal act against the people of Honduras, but also a message to all the governments of the region that are working on behalf of their peoples and not on behalf the U.S. corporations. The message is clear: "the United States will encourage coups against you", bringing back the era of military dictatorships of the 70' and 80's that massacred thousands of Latin Americans. We encourage you to sign the following petition but to not stop after you sign online. Please use the text or modify it as you see fit to write letters to your newspapers, call radio talk shows and make a commentary, print it and give it out to friends, relatives and coworkers. In short, try in every way possible to expose this crime which is just the beginning of a new U.S. intervention in Latin America and the Caribbean to regain its criminal domination. The peoples of the region will thank you. The only thing they want is to build their countries free of foreign domination, live in peace and have a better life for them and the new generations to come. Thank you International Action Center Sign the Emergency Petition! at http://www.iacenter.org/honduras/condemnhonduranrepression Petition Text: To: President Barack Obama, Secretary of State Hillary Clinton CC: United Nations Secretary-General Ban Ki-moon, Senate Foreign Relations Committee, Congressional Leaders, media representatives STOP the political repression and human rights abuses in Honduras Withdraw U.S. Government Recognition of the illigitimate Porfirio Lobo government in Honduras Let the people of Honduras convene the Constitutional Assembly they have been demanding to rebuild the country on a basis of equality and justice On November 29, 2009 Porfirio Lobo became the president of Honduras. Contrary to what the United States Department of State affirms, these elections were not TRANSPARENT. Most Hondurans rejected these elections since they were held under an illegitimate, unconstitutional and criminal de facto government that was the product of a military coup against the legitimate and democratically elected President, Jos? Manuel Zelaya. The elections were held in a climate of systematic violence and repression of the people who opposed the coup. Since June 28, 2009 according to CODEH (Committee in Defense of Human Rights in Honduras), this violence has led to 150 political assassinations, thousands of arrests, torture, kidnapping, harassment and exile of many members of the resistance, which is grouped under the National Popular Front of Resistance to the Coup (FNRP). This violence has not diminished since Lobo's Jan. 27, 2010 inauguration. On the contrary, the new government, which is a mere continuation of the coup regime, is upholding and legitimizing the repression against the Resistance. The Lobo government has, with ample international news coverage, announced the establishment of a "process of national reconciliation" and a "truth commission" that would find out and presumably punish crimes committed during the coup. This, however, is a complete travesty and a smokescreen to clean up its image in order to be accepted by the international community. For this illegal government has kept in their posts the military chief, commanders and the defense minister responsible for the criminal coup; and the so called Truth Commission refuses to investigate the persistent violations of human rights. Since Lobo took office, the political persecution, intimidation and violence against leaders of the resistance by repressive and paramilitary forces allied to the police and army have continued unabated. In the first three weeks of his presidency the following has occurred: Peasants from the Unified Peasant Movement of Agu?n were shot at and wounded by army and police on the day of Lobo's inauguration; On Feb. 2, two videographers who cover the resistance were temporarily abducted and tortured. The following day, the body of 29-year-old union leader Vanessa Zepeda was found after she had been kidnapped and tortured. On Feb. 10, Edgar Mart?nez, his spouse, two brothers and a friend were temporarily kidnapped and tortured. Two women were raped. On Feb. 11, two men raided the home of Porfirio Ponce, resistance leader and vice-president of STYBIS, the beverage industry workers union whose Tegucigalpa headquarters serves as the resistance's main office. The men took Ponce 's computer and spilled blood on his bed as a warning. Hermes Reyes, member of the Artists Movement in Resistance, was temporarily abducted and tortured on Feb 12. Three days later, Julio F?nez Ben?tez, an active member of the resistance and the Union of Workers of SANAA, the National Service of Water and Sewage Systems, was shot dead by two paramilitaries on a motorcycle. Under these circumstances of extreme violence, there is no possibility of "reconciliation." I condemn these acts of violence. I further condemn the government of the United States for its involvement, support of and assistance to the Honduran army and those involved in the coup and its silence in the face of these human rights violations. Therefore I demand: The immediate end of the political persecution and intimidation of the members of the National Popular Front of Resistance. The removal from office of the perpetrators of the military coup. That the United States government withdraw recognition of the Porfirio Lobo government. That a truly independent commission be established with the participation of the people of Honduras to investigate human rights violations and crimes against humanity. That the people of Honduras be free to convene the Constitutional Assembly that they have been demanding in order to rebuild their country on a basis of equality and justice.
