A delegation from the UN Office for the Coordination of Humanitarian Affairs (OCHA) will arrive in the country in a few days to carry out a comprehensive study of the consequences of the El Ni?o climatic phenomenon. The study will determine how many quintals of basic grain will not be produced due to the absence of rain, what zones will be the most affected and the measures to be taken. OCHA's Emergency Response Adviser Douglas Reiner warned on the risks of humanitarian crises in Central America due to drought and said that Honduras is one of the most affected with 100,000 people at risk. Honduras' situation worsened after the coup d'?tat against President Manuel Zelaya on June 28, especially due to the partial closure of hospitals and schools. "Some patients have not received the appropriate medical care and some children have stopped consuming the food they would normally receive at schools," said Reiner. Some programs initiated by the Zelaya administration to support small and medium producers were cancelled after the coup d'?tat along with several projects supported by the Bolivarian Alliance for the Peoples of the Americas (ALBA) in sectors such as healthcare, education, energy and agriculture that have been cancelled or severely affected. ALBA donated a hundred modern trucks, plows, seeders and other implements to improve agriculture production in Honduras. In the energy sector, the country's incorporation to PETROCARIBE assured a stable supply of 20,000 barrels of oil a day at preferential prices and low interest rates. However, there has been picking off of leaders in the local resistance communities, several murders have occurred. The days before Christmas there was repression towards Cesar Silva, a journalist of the resistance. He was beaten and had been threatened before. On the 28th we have an opportunity to have an exchange with Radio Globo to layout the plans of the resistance for short term and long term in terms of the struggle. Resistance is planning different activities in January to plan a big rally the following week in Tegucigalpa. Talks are going on between the Frente and those in the Liberal party also against the Coup: to consolidate the goals and work together. Tom Loudon- Cesar has since left the country. A number of other people are also in the process are doing that. Aside from the assassinations, it has been somewhat quieter. People are nervous about what could potentially happen when new government comes in, they are not hopeful about this. There are an increasing number of people in exile. The next march is on Jan. 7th when the Congress will vote to pull out of ALBA. There will also be a march on the 27th. Resistance will try and not provoke any repression but not sure what will happen. The Frente is trying to coordinate with other people around the country to work against the repression. Frente International committee Rep. to the US is going to change, but new person has not yet been selected. Tom will get that information out when the person has been chosen. The struggle for the Constitutional Assembly will continue, but they are not talking about a particular time frame. The Frente is talking about educating around a People?s Alternative, but have not created a time line for this. Vicki -we heard the same thing in CNTC. Working on further consolidating communities, commitment to Constityente but looking on short term being the next four years and something that they want to concern. State Dept. calling for a Truth Commission- Is this still being considered? Lobos has also talked about this, but anything that would happen of that nature would not be supported by the Frente or the Resistance movement. The truth commission needs to come out from an independent space. There has been talking about how this might be brought about, but have yet to figure out how this might happen and how this could have international acceptance. Getting through the next two ?three months is the priority right now. Honduras ? Going to raise the price of gasoline. The economy is going to work against the Lobos government and the government is talking about reducing the minimum wage. The price of everything is going up. Only leaders have been participating in negotiation for the minimum wage. Activities people are planning in the United States: How can we coordinate these? 1. La Voz de Loz de Abajo has delegation planning stages to Chicago with La Voz de loz de Abajo in the first weeks of March ? Bring people from all sectors from the resistance. Do our own Truth Commission idea in Chicago. The idea was to invite 4-5 people from Honduras to get their plane fare covered to and from Chicago and then arrange with people around the country to get them to different places. Possibly ending in Chicago to do a final human rights commission. Contacted Lawyers Guild in Depaul and the University of Chicago. We have had preliminary discussion about Berta Oliva: Cofadeh, Berta Caseres from Copin, someone from Labor (Carols H. Reyes), Speakers from Ofraneh from the leaders of resistance, possible contacts with the teachers union. Because of the short time frame they are looking for people who have visas. Will look into talking to some youth organizations. Is it possible to have religious representatives? We have talked some about Padre Melo, we would be happy to collaborate with anyone who is thinking of bringing Padre Melo. He was up in New York briefly before Christmas. In terms of the teachers, if you were able to bring some teachers up; there were 4 people from different teachers unions in Canada on our last delegation, who would likely be interested in hosting them in Canada as well. Frente is interested in coordinating as much as possible these visits, to build lasting relationships with the international community. They will put forward some people who they thought it would make sense to send. Tom will send those names out to them and make sure that we coordinate well. All of this needs to happen quickly, as advance planning time is important, and March is not far off. Dr. Juan Almendares would be great and respected by many different sectors. Accompaniment and human rights observers during the 27th and then visit campesino communities that was attacked in the La Paz communities Thought it would be beneficial to coordinate with Quixote and Rights Action actions and a forum the actions in the United States and have the three delegations work together. Tom ? we had two long term volunteers who had been in Honduras who have decided it is time to move on. We are looking for two new people to be the beginning of a long term in Honduras. Gary- In Chicago - We would find it helpful if there is a comprehensive list of everyone who has been assassinated with the coup. This is important to give to Congressional Representatives. We just have bits and pieces from different groups. We would appreciate pictures from people, even if there is just a packet that could be emailed out to be used at demonstrations and presentations at schools. Pictures of those who have been assassinated, their names etc. Tom: As far as I know a list does not exist, we have been encouraging people to put a comprehensive list together the closest thing was the COFADEH report which is several months old now. Gary: perhaps we can get an intern to assemble a list of names and then get that out to people. We think it would be extremely helpful for our work and would raise the consciousness of what happened. Jeanne : Are there newspapers paid ads in Honduras that report that the International Community is watching? El Tiempo has really been the only one. Beth from DC did an hour long program with Felix Molina, a journalist with Radio Globo which focused on what?s going on in Honduras. Paid ads are good ideas; probably need someone in country to figure out costs etc. Also to figure out if there is allowed for opposition ads. Paid ads can be done from New York. Experience in El Salvador is that the ads were censored. The radio ads were censored a lot slower and we always had to meet with the person in charge of the ads to give them the money. The Quixote Center has done paid ads in other places before. We investigated doing one in Honduras and have found that It costs about $1500 for a full page ad. The Prensa was $2000. The key is that we need to have the right message. This turnover of power might be a good moment. This might be worth exploring. The issues are the message and the moment. What could we focus on? The elections, the human rights crisis? The objective for Human Rights is to time it right, in the fact that the goal to show that we are watching. Demonstrating vigilance. The ad might be good to share some ideas of talking points via the list serve and see if our ideas sell. Perhaps have letters we have signed and have the ad appear on January 26th. Oliva added that what is happening to the peasants in Col?n is another example of how the elite power groups are utilizing the judicial system which they themselves have rigged, with devastating impacts on the human rights of the population. The removal began this morning at 7am. Seven buses full of military and police forcibly removed families without presenting a legal order against the peasants who are occupying the lands of the large landowner Ren? Morales, also where three peasant cooperatives including San Esteban and Guanch?as are located. Since last night peasant families were on red alert and held vigil through the night according to Adelina Castro, coordinator of the Frente Nacional de Resistencia in Tocoa, Col?n. Acts of repression against peasant leaders includes criminal changes for usurpation of lands to actions that threaten their lives. Men in civilian clothing took photographs of the leaders with the intention of creating profiles that can later be used to kill them as has happened to others who participate in the resistance movement, according to Castro. On December 16th, four hooded men kidnapped Osman Alexis Ulloa Flores and Mario Ren? Ayala Hern?ndez of the Unifed Peasant Movement of Agu?n, MUCA. Members of the peasant associations live in a constant state of anxiety due to the high level of risk involved in working the land that they depend on to confront the poverty in which they are submerged. The pressure on these communities is directly related to the power of large landowners in the zone such as Miguel Facuss?, a powerful businessman with landholdings throughout Honduras but is unsatiated in his desire to accumulate more territory. The matter will now go to the Supreme Court, which will decide whether to pursue a case against Gen. Romeo Vasquez Velasquez, the country's military chief, and five of his subordinates. The nation's chief prosecutor, Luis Alberto Rubm, issued arrest warrants for the officers for forcing Zelaya from the country, still in his pajamas, aboard a flight to Costa Rica on June 28. The prosecutor did not question the military's decision to detain Zelaya, which had been ordered by the courts. Zelaya's forced departure was widely condemned around the world. Backers of his ouster, however, contend that Zelaya had broken the law by pushing for a vote on changing the constitution even though the Congress and the courts had ruled the referendum illegal. At bottom, the issue was whether Zelaya was trying to get around the constitution's limit of a single four-year term for the presidency. Besides Vasquez, others charged were one of his top aides on the Joint Chiefs of Staff, Venancio Cervantes; Luis Javier Prince, the air force commander; Carlos Antonio Cuellar, inspector general; Miguel Angel Garcia, army commander; and Juan Pablo Rodriguez, navy commander. The military has acknowledged that it made the decision to force Zelaya out of the country because of fear that his presence would cause unrest. The charges against the military commanders are not expected to go far. Porfirio Lobo, who won a presidential election on Nov. 29 and is to be inaugurated later this month, has said he supports granting amnesty both to Zelaya, who has been accused of treason and abuse of power, and to those who removed him from office. The Honduran Congress is scheduled to begin debating an amnesty motion next week. The United States, seeking a diplomatic solution to the long and bitter standoff, continued pressing this week for the formation of a temporary unity government and the resignation of Roberto Micheletti, who became de facto president after Zelaya's ouster. After a meeting in Tegucigalpa, the Honduran capital, with Craig Kelly, deputy assistant secretary of state, Micheletti angrily said that he intended to remain in office until Lobo's inauguration on Jan. 27. "Washington should respect the sovereign decisions of our people," he said, according to news agency reports. Zelaya remains inside the Brazilian Embassy in Tegucigalpa with a small group of supporters. Micheletti has threatened him with arrest if he steps outside, and talks to have him flown out of the country have not produced results. Zelaya dismissed the charges filed against the military brass as a smokescreen. "It's a trick from prosecutors to charge the army officers with a minor crime instead of with the grave crimes they committed," Zelaya said in a statement, suggesting that the military leaders who ousted him and later cracked down on his supporters be charged with treason, murder and human rights violations instead. Reports from human rights organizations emerge every day detailing state?repression, from rape to assassination, of members of the non-violent resistance, whose aim is to restore constitutional order to their country and foster the creation of a more just society. ? These abuses by the Honduran state violate nearly every article of the American Convention on Human Rights, to which Honduras is a signatory, beginning with the rupture of constitutional order and resulting in thousands of rights violations. As recognized by the Interamerican Commission on Human Rights, and documented extensively by COFADEH, Honduras? leading human rights organization, the coup regime has demonstrated a premeditated pattern of violent tactics with which it aims to quell the resistance to the coup: ? ??????? Mass detentions in subhuman prison facilities ??????? The repression of assembly and mobility by means of excessive force ??????? The establishment of curfews and the suspension of constitutional guarantees ??????? Rape and gang rape ??????? Targeted assassinations ??????? The censorship of media by means of threatening and killing journalists, employing blackouts, confiscating equipment, & the outright closure of anti-coup TV and Radio stations ??????? Torture ??????? Disappearance and kidnapping ??????? Psychological warfare ??????? Impunity for the perpetrators of these crimes ? Though these acts have been carried out by the police and the armed forces, there has been an alarming increase in the use of paramilitary personnel. The United Nations reported that some 40 ex-members of the United Self-Defense Forces of Colombia?Latin America?s largest paramilitary outfit, & terrorist organization as designated by the US State Department?had been employed by Honduran landowners. An increasing number of assassinations and abductions have been carried out by unidentified agents. ? This repression has disproportionately targeted marginalized communities, such as indigenous, campesino, & afro-Honduran groups. The LGBT community, for one, recently lost one of its young leaders, Walter Trochez, 27, gunned down by masked assailants on December 13th. Trochez? murder is the sixteenth suffered by the LGBT community since the overthrow of Zelaya. ? On December 11th, the decapitated body of Santos Corrales Garcia appeared in a neighborhood outside of Tegucigalpa. Garcia was a local leader of the non-violent resistance, and had been detained six days earlier by heavily armed members of the National Criminal Investigation Division. Garcia?s body showed signs of torture, indicative of a low-intensity campaign to create collective fear, according to human rights advocate Andres Pavon. ? Violence against women has also escalated greatly. As written in the Christian Science Monitor: ?As of August, women?s groups in Honduras have documented 249 cases of violations of women?s human rights, including 23 cases of beatings and sexual assault and seven gang rapes by police explicitly trying to ?punish? women for their involvement in demonstrations. The number of femicides ? the violent murder of women because they are women ? has tripled since the coup, with 51 cases reported during the month of July alone.? ? In the face of all this, the regime held elections on November 29th, resulting in the ?victory? of Porfirio Lobo of the National Party. The sharp rise in brutality in the aftermath of the elections indicates that this may have been the worst thing for the human rights situation in Honduras, as powerful governments in the hemisphere?namely the United States, Canada, and Colombia?have used the elections as an opportunity to whitewash the coup. An ardent supporter of the overthrow of Zelaya, Lobo is already pursuing a general amnesty for its perpetrators. ? For those governments that deal with Honduras, particularly the United States, this must be considered unacceptable and dealt with according to national and international law. The unwillingness to condemn the military regime for its thousands of human rights abuses demonstrates a capitulation to the coup, its repressive tactics, and its impact on Honduran democracy and civil society. The Inter-American Commission on Human Rights (IACHR) today published the report entitled *Honduras: Human Rights and the Coup d'?tat *. The IACHR conducted an on-site visit to Honduras on August 17-21, 2009, and prepared this report, which covers the human rights situation from the time of the coup that overthrew the democratically elected President on June 28, 2009. The report states that along with the loss of institutional legitimacy caused by the coup d'?tat, serious human rights violations have occurred. These include deaths; the arbitrary declaration of a state of exception; the repression of public demonstrations through the disproportionate use of force; the criminalization of social protest; the arbitrary detention of thousands of individuals; cruel, inhuman, and degrading treatment and poor detention conditions; the militarization of the territory; an increase in situations of racial discrimination; violations of women's rights, arbitrary restrictions on the right to freedom of expression; and serious infringements of political rights. The IACHR also verified the ineffectiveness of judicial remedies to safeguard human rights. The violations of the rights to life, humane treatment, association, personal liberty, a fair trial, freedom of expression, political rights, and the rights of women and minority groups were exacerbated by the lack of an institutional order that would make it possible to channel complaints, investigate the facts, punish those responsible, and provide remedies to the victims. The sectors of Honduran society that condemn the coup d'?tat told the IACHR that they feared suffering reprisals on the part of security agents and distrusted the actions of those institutions that have not forcefully condemned the interruption of the democratic institutional order and have failed to act in the face of publicly known allegations. The *de facto* authorities and the Supreme Court of Justice of Honduras systematically deny the existence of these violations, a circumstance that results in a state of inactivity and tolerance that makes it easier for such acts to be repeated with impunity. The bodies of the inter-American human rights system have maintained on numerous occasions that the democratic system is the principal guarantee for the effectiveness of human rights. Indeed, it can be inferred from the report that the human rights violations that are alleged are a direct consequence of the interruption of the constitutional order. The Commission condemns the fact that, despite the efforts of the international community, President Zelaya has not been allowed to return to the Presidency of Honduras. The Commission believes that the return to the democratic institutional order in Honduras is necessary for the conditions to be in place for the effective protection and fulfillment of the human rights of all the people of that country. A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. Unfortunately, natural disasters are not new in that Caribbean country, which was impacted in 2008 by hurricanes Hanna and Ike. Nor is it the first time we have watched the international community make pledges of cooperation and assistance to Haiti. We are concerned, as organizations and social movements, that the international response be coordinated on the basis of respect for their sovereignty and in full accordance with the needs and demands of the Haitian people. Now is the moment for the governments that form part of the United Nations Mission for the Stabilization of Haiti (MINUSTAH), the United Nations, and especially the U.S., Canada, and France, to reassess the many mistaken policies they have implemented in Haiti. The country's condition of vulnerability to natural disasters - in large part caused by the devastation of the environment, the lack of basic infrastructure and the weak capacity of state social action - is not unrelated to these policies, which have historically undermined the sovereignty of the people and their country, thus generating a historical, social, environmental, and cultural debt in which these same countries and institutions have a major share of responsibility. Reparations must be made to the Haitian people for these debts, and all the more so in the face of the present situation affecting the country. In this regard, *we reject the militarization of the country* as a false response to the recent disaster, including in particular U.S. unilateral action to send an additional 10,000 troops to safeguard its economic and geopolitical interests. The occupation troops of the MINUSTAH, over the past six years, did not contribute effectively to the stabilization or the provision of infrastructure and public goods, and nothing indicates that maintaining this policy would be effective from now on. We call on governments and international organizations to *immediately and unconditionally cancel the external debt claimed of Haiti*, the servicing of which affects millions of lives. We also demand that the resources allocated for relief and reconstruction do not create new debt, or conditionalities that are imposed or any other form of external imposition which vitiates this goal, as is the practice of international financial institutions like the World Bank, the Interamerican Development Bank, the IMF, and the so-called donor countries. We also reject the intervention of private multinational companies who seek to take advantage of this tragedy to reap multi billion dollar profits in the reconstruction of Haiti, as happened in Iraq, or to exploit cheap labor and continue to plunder the country's natural resources. Haitian society, its organizations, social movements and state representatives should be the protagonists of the international effort to rebuild their country: the first to be heard and the final and sovereign decision over their destiny. The Haitian people have lifted themselves up many times on the basis of their own will, with the strength and conviction of their historical example of having been the first people to free themselves in America. Any cooperation can be effective only if it is based in this commitment and full popular participation. We are alert, and following developments in dialogue with Haitian organizations, in order to ensure that international cooperation takes place on the basis of this kind of solidarity and that the errors of past policies are not repeated. One of the people who will be working in the office had to flee Honduras after being captured and tortured for 30 hours. The reason he had been captured is that he had produced and was showing a video documenting the repression which has been happening since the coup. His partner in the project was not so fortunate. He was murdered in December in his own apartment. Mallon Faircloth sentenced three human rights advocates to six months in federal prison for carrying a protest against the School of the Americas onto the Fort Benning military base in Georgia. This school, re-named the Western Hemisphere Institute for Security Cooperation, is a controversial U.S. Army training school for Latin American soldiers. Father Roy Bourgeois, a Roman Catholic priest and the founder of SOA Watch, the organization that works to close the School of the Americas said "Judge Faircloth has sentenced our sister and brothers to 6 months in federal prison for speaking the truth about the SOA/WHINSEC. We are saddened by the court's continued blindness and hardness of heart, but we are stronger than ever in solidarity. These sentences are symbolic of our nation's misdirection, but they are also great steps forward for our resistance movement. It is truer today, than ever before, that although they jail the resisters they have not, and cannot, jail the resistance!" The "SOA 4" are: Nancy Gwin, long-time activist from Syracuse, New York - sentenced to six months in prison Father Louie Vitale, veteran and priest from Oakland, CA - sentenced to six months in prison Ken Hayes, SOA Watch Council member from Austin, TX - sentenced to six months in prison Michael Walli, a member of the Catholic Worker movement from Washington, DC refused to appear for the trial in Georgia. Walli had told the court during his November arraignment that he would not pay any bail and that he would not voluntarily return for the trial. "I walk out and it's goodbye" Walli told Judge Mallon Faircloth. Michael Walli made good on his promise and on Monday, Judge Mallon Faircloth issued a warrant for Michael Walli's arrest. The "SOA 4" were among the tens of thousands who gathered on November 20-22, 2009 outside the gates of Fort Benning in Columbus, Georgia to demand a change in U.S. policy in Latin America and the closure of the SOA/WHINSEC. The group peacefully crossed onto Fort Benning while thousands stood vigil at the gates of the base in memory of those killed by graduates of the institution. The SOA/WHINSEC, a military training facility for Latin American security personnel, made headlines in 1996 when the Pentagon released training manuals used at the school that advocated torture, extortion and execution. "We want national reconciliation to extend to a necessary and indispensable reconciliation with the international community." Zelaya, who was ousted in a dispute over changing the Honduran Constitution, said he would leave the Central American country as a private citizen under a deal signed by Lobo and Dominican President Leonel Fernandez. The left-leaning Zelaya insisted he was still president up until the moment his four-year constitutional term officially ended Wednesday. Zelaya was leaving with his wife and daughter after four months holed up in the embassy. The couple had their hair done by a stylist, packed five suitcases and planned to take Zelaya's guitar and Christmas cards from supporters. It was a quiet end to his tumultuous struggle to return to power after soldiers stormed his residence June 28 and flew him out of the country in his pajamas. "He's done. I think at this point, if you are Zelaya, you slink away into the corner and you recoup for a little while," said Heather Berkman, a Honduras expert with the New York-based Eurasia Group. "But I think in the near term, Zelaya is finished as a politician." The country's institutions moved quickly this week to try to leave the coup behind. A Supreme Court judge found six generals innocent of abuse of power charges for ordering soldiers to hustle Zelaya out of the country at gunpoint. And Congress voted to approve amnesty for both the military and Zelaya, who had been charged with abuse of power and treason over his defiance of a Supreme Court order to cancel a referendum on changing the constitution. He remains under investigation for embezzlement in connection with $1.5 million in government funds. Opponents said Zelaya wanted to hold onto power by lifting a ban on presidential re-election, as his ally Venezuelan President Hugo Chavez did. Zelaya denies that and says he only wanted to give more voice to Honduras' many poor and shake up a stagnant political system dominated by a few wealthy families. Zelaya slipped back into Honduras in September, hiding in the trunk of a car. Lobo comes to the Presidency as a result of a highly disputed election process carried out by the coup regime. The elections, which have been widely condemned as illegitimate were boycotted by a large percentage of the Honduran population. U.S. Undersecretary Thomas Shannon, in a maneuver that totally subverted an extended negotiation process, announced that the U.S. would recognize the election, even if there was not a prior return to constitutional order. The U.S. celebrates today?s inauguration as the ?way forward? for Honduras and has aggressively pressured other Latin American countries to recognize Lobo?s government. While the United States is eager normalize the situation and to get on with business as usual, the June 28^th coup d??tat has yielded unexpected consequences for Washington, both inside and outside of Honduras. Unforeseen by the coup plotters and the United States, the military takeover of Honduras unleashed a broad based, sustained resistance movement inside the country. A spirit long dormant in Honduras was awakened, transforming the country into a hub of political activity previously unimaginable. The resistance movement has brought together people from many sectors of Honduran society, including large numbers of disaffected Liberal Party members. The unifying theme is that they no longer accept the status quo for their country. Events of the last seven months have accelerated and deepened a process demanding deep structural change. Organizations such as ?Los Necios?, a small, left wing organization of students and young people struggled to maintain a membership of around 100. In these few months, their membership has swelled to over 1000. Currently 57 local expressions of the national resistance organization operate in cities and towns around Honduras. Confounding the coup leader?s strategy, the movement is gaining strength despite brutal repression, state terror and the attempt to institutionalize the coup via elections. The resistance movement is holding large protest marches today and is working to implement a four-year plan for movement building in preparation for the next national elections. In Latin America, the coup in Honduras is widely understood to be a test case for U.S. policy towards Latin America. By attacking the weakest and most vulnerable of the ALBA countries, the U.S. hoped to strike a blow to this alternative economic block which the U.S. counts as enemy. However, in the wake of the coup, the U.S. found itself in a historically unprecedented position at the OAS. Viewed by Latin American governments from both the right and the left as a potential direct threat to each of them, the OAS took a unanimous position denouncing the coup and ejecting Honduras from the OAS. The U.S. was forced to accept this decision. Most countries in Latin America continue to refuse to recognize the results of the coup regime sponsored ?elections? on November 29^th despite heavy pressure and arm twisting on the part of the Unites States to do so. Disappointment stemming from the contradiction between statements of a recently inaugurated President Obama to Latin American heads of state at the Summit of the Americas in April of 2009, and a virtually unchanged U.S. policy has been articulated by leaders throughout Latin America. Three recent ?moments? have contributed to a rapid readjustment of expectations. First was the coup in Honduras and refusal of the U.S. to take proactive policy measures against it. Second was the announcement of seven new U.S. military bases in Colombia. And the third was Secretary of State Clinton?s declaration that Latin America countries should ?think twice about flirting with Iran.? The willingness of Latin American countries to challenge U.S. positions indicates a slowly changing balance of power in the Hemisphere. Soon after Arturo Valenzuela was confirmed as Assistant Secretary of State for the Western Hemisphere he paid a visit to the Mercosur Countries. Far from the diplomatic protocol to which the U.S. is accustomed, in Brazil and Argentina, the first two countries which he visited, Mr. Valenzuela was not received by the President or the Foreign Minister in either country. In a press statement near the time of Valenzuela?s visit, Brazil?s Foreign Minister, Celso Amorim criticized the US for being ?extremely tolerant? of the coup and the de facto regime. What seems most clear is that the U.S. State Department remains mired in an outdated cold war mentality, failing to recognize and adapt to the profound and complex changes that have occurred in Latin America during the last decade. Unfortunately, there seem to be few signs that this will change anytime soon. Today?s inauguration in Honduras is happening in a context in which the old ghosts from the worst decades of U.S. policy toward Latin America have been conjured in an attempt to silence opposition. The sharp escalation of human rights violations and use of state terror in an attempt to destroy the resistance movement has now entered a phase which human rights defenders describe as ?silent, selective and systematic.? Death squads and paramilitaries relentlessly pursue those resisting the coup. Many have been executed, and others have fled in order to save their lives. The repression continues in the context of a people who are empowered, determined and who are not afraid. The resistance movement has declared that it will not recognize Porfirio Lobo as President, but rather consider him to be the continuation of the dictatorship imposed though the June 28^th military coup. Their non-violent struggle for deep structural change via a constituent assembly will continue. What has happened in Honduras serves as a marker for change in Latin America. It signals that attempts by the United States to rule the hemisphere through coercion and force will be met with new and unexpected challenges and forms of resistance. Lobo: Another Disaster for Central American Democracy Waiting in the Wing* by COHA Senior Research Fellow Adrienne Pine Tomorrow, January 27th, as the world?s eyes continue to be riveted on the unfolding disaster in Haiti, Porfirio ?Pepe? Lobo will be installed as Honduras? president, succeeding de facto president Roberto Micheletti. Lobo, a supporter of the June 28th military coup that ousted President Manuel Zelaya, was chosen in a November election held under conditions of qualified state terror. As the majority of Hondurans boycotted the elections, and dozens of candidates for lower offices withdrew, the vast majority of countries around the world classified the ballot as illegitimate. In the hours and days following the election, the illegally-appointed Supreme Electoral Tribunal committed fraud by announcing a voter turnout that was indisputably more than 12 percentage points higher than its own officially-published numbers. The doctored higher figure was cited repeatedly by Lobo, Secretary of State Clinton, and other friendly faces to legitimize the disputed ballot. Many Honduran and foreign observers argue that later international support for the Lobo Administration will eventually ensure the invalidation of Zelaya?s most important reforms. This support will guarantee long-term repression and a growing degree of tight-fisted control in the country, as well as endangering democratic institutions and social justice reforms throughout the hemisphere as the result of an echo effect. Though State Department officials insist that the Honduras election process was transparent, in fact, no international observers were present to confirm the tally because?as announced by U.N. Secretary General Ban Ki-Moon on September 23rd?the conditions for a free and fair election were not present. A scathing 147-page report released Wednesday, January 20th, by the Inter-American Human Rights Commission corroborates this, citing a litany of well-documented human rights abuses, including numerous political assassinations committed prior to, and following the election. The report describes a militarized environment in which dissonant or critical opinions have been officially prohibited in ?an egregious, arbitrary, unnecessary and disproportionate restriction, in violation of international law, of the right of every Honduran to express himself or herself freely, and to receive information from a plurality and diversity of sources.? While no official international observers were on the ground election day, the National Democratic Institute (NDI) and the International Republican Institute (IRI) sent ?monitors? to oversee the Honduran election that the OAS and Carter Center had refused to legitimize with their presence. Both the NDI and IRI are funded by the U.S. Congress through a highly conservative Reagan-era umbrella organization, the National Endowment for Democracy (NED). The archly conservative IRI has supported efforts implicated in the ousting of democratically-elected presidents in Haiti and Venezuela in recent years. The day of the election, the NDI had its monitors caught on tape refusing to discuss police violence, which they had witnessed outside the polls in Honduras? industrial city of San Pedro Sula. The parallels between Honduras and Haiti are striking; each country has been saddled by a history of undeserved debt?an enduring legacy of colonialism?and in each country?s case (after over a century of often U.S.-installed dictatorships) an elected president who was responsibly engaged with bringing social justice to its citizens, was evicted from office. The vehicle for this was a military coup at least tacitly backed by Washington. By aiding the foes of Manual Zelaya in Honduras and Haiti?s Jean-Bertrand Aristide, Washington indirectly or directly ousted from power those who had been prepared to protect public resources from the pressing demands of the IMF for privatization, and shrink the public sector infrastructure of both countries. The skewed development of these countries, as well as guidance from private entities and the U.S. government, subjected the national interests of Haiti and Honduras to be hostage to the view of these outsiders. This is a situation that could turn the smallest windstorm into a hurricane, when it comes to a natural disaster?s impacts on the average resident and outside political manipulations. Although President Obama initially joined the international community in condemning the Honduran coup and calling for the restoration of democratic order as a precondition for recognition of elections in that country, Washington in fact has been aggressively lobbying other Latin American presidents to recognize the incoming Lobo government. Despite the de facto government?s refusal to reinstate Zelaya or follow the time line and process laid out by the Guaymuras Accords, the Obama Administration has signaled its intention to recognize a ?unity? government representing only the coup leaders, and to support the Honduran Congress? decision to give amnesty to those responsible for the military coup and the thousands of human rights abuses that followed. In a recent interview with COHA, independent Honduran journalist and filmmaker Oscar Estrada expressed some of the opposition?s apprehensions about Lobo: ?With the entrance on the scene of Porfirio Lobo Sosa, there begins a new phase in the project of domination begun by the June 28th coup d??tat. [Lobo?s] recent reconciliation agreement is nothing more than an attempt to whitewash the coup and demobilize the popular resistance.? Lobo, the man who speaks today of dialogue and peace, has offered safe conduct for Mel Zelaya to leave the country. But, just days ago, he proposed a neoliberal ?national plan? for the next 28 years. By means of his own legislative bloc, he seeks to approve an amnesty that principally favors the country?s violators of human rights, and plans to govern with the backing and protection of the paramilitary structures that have terrorized the people during the past six months. Honduran opponents of the coup, who since June 28th have organized almost daily protest actions, including numerous marches numbering in the hundreds of thousands, similarly plan to protest Lobo?s inauguration. The Obama Administration has so profoundly bungled the situation in Honduras that it has destroyed hope among many of its citizens as well as Latin Americans that a ?new era? of relations with the United States is in the making. Add to that the multiplication of U.S. military bases in Colombia, the mistakes being made in response to the tragedy in Haiti, and the missed opportunities in Cuba, and one cannot claim with any degree of optimism that Obama is off to a robust start to implement an energized and enlightened new Latin American policy. (by Karen Spring, January 27, 2010) The pro-democracy, anti-military coup march went from the Pedagogical University in Tegucigalpa to the airport (roughly 12-16 kilometers) on January 27th to bid farewell to President Zelaya, who was escorted from the Brazilian embassy with the President of the Dominican Republic, Leonel Fernandez. As the so-called ?inauguration ceremony? of incoming president Porfirio "Pepe" Lobo (who, along with his National Party, had openly endorsed and ?legitimized? the June 28 military coup) was taking place in a stadium, the Honduran people marched to the airport to see off President Zelaya who was flying to the Dominican Republic. (Karen Spring) The simultaneously scheduled events (the formalistic ?swearing in? and the huge people?s march) demonstrate the two Honduras (in Felix Molina's words), the two different visions of Honduras: a different vision of what Honduras was like before the coup; a different vision of the 6 month people?s struggle against the oligarchic coup regime, and most certainly a different vision of the future of Honduras. The Honduran people will not forget nor pardon the repression, murders, torture and deaths that occurred - and continue to occur - as a result of the militarization of the country since June 28th. President Lobo, who is fighting for some sort of recognition of his government by the ?international community?, was 'elected' after a military coup and during a time when a campaign of terror and repression was being carried out by the coup regime of Roberto Micheletti and General Romeo Vasquez Valesquez. The Honduran people do not see the ?inauguration? of Pepe Lobo as a defeat of their struggle. Their struggle for the ?re-founding? (refundacion) of the Honduran state and society is stronger than ever before and simply enters a new stage.
