The delegation will investigate the reality for communities and grassroots organizations after the coup and their ongoing struggles for peace with justice. We will also learn about the role that U.S. foreign policy has played in the history of Honduras and its continued negative impact today. The delegation will be a demonstration of a people-to-people foreign policy in support of self-determination and sustainable development. This delegation will serve as an example to our own government, which historically has supported policies that actively suppress grassroots movements for progressive social change in Central America. We hope that with this act of solidarity we can encourage the Obama administration that a change in our foreign policy towards the people of Central America into one of mutual respect and cooperation on equal terms is just and necessary. As part of our program we will request a meeting with the U.S. Embassy in Honduras to share and inform of the findings of our delegations. We will spend 6 days in Honduras in fellowship with our indigenous, and Afro-descendant brothers and sisters. The program will include visits to different communities and grassroots organizations, meeting and learning from them at different levels about the problems caused by U.S. foreign policy and the ways they have creatively responded with innovative projects which make health, culture, decent jobs, food and other basic human rights more accessible. Upon our return from Honduras the delegation will bear witness to our experiences by holding report-backs and forums in our communities. This is an essential part of our work as it involves educating, mobilizing and organizing here in the US to not only change U.S. foreign policy but also to continue supporting the movements for social change on the ground. Many of them have played key roles in the National Front of People?s Resistance which has led the struggle against the military coup and its succesors. Dr. Luther Castillo and the First Garifuna Hospital in Honduras Dr. Castillo is a Garifuna physician, community organizer and also the director of the Luaga Hatuadi Waduheno ("For the Health of Our People?) Foundation. The foundation is dedicated to bringing health services to the isolated indigenous communities on the Atlantic Coast. Dr. Castillo graduated from the Latin American School of Medicine in Cuba in 2005 and returned to his region to lead the building of the first ?Garifuna hospital? which has served over 20,000 people. Since the coup in June, Dr. Castillo?s life has been threatened and the coup government has repeatedly tried to shut down the hospital. The National Center for Rural Workers (CNTC) is one of the largest and most active campesino base organizations in Honduras. It was founded in 1985 when 5 campesino groups joined together to build an organization dedicated to the struggle for land for the landless and poorest farmers. It organizes not only for land, but also for access to healthcare, education, housing and other basic services. The CNTC has affiliated communities in most of the 18 departments (states) of Honduras. It was one of the few campesino organizations to publicly oppose U.S. intervention in Central America during the 1980?s and it has continued to take progressive positions on international and national social justice issues. Because of its work in the countryside its communities and leaders have frequently been targets for governmental and landowner repression. The Committee of the Families of the Disappeared in Honduras (COFADEH) was rounded on November 30, 1982 in Tegucigalpa. COFADEH is a center for moral and political resistance to the abuses of government and an organization for the defense and promotion of human rights. Its objectives are to fight against impunity; to use the law and justice to end the practice of the politically and ideologically motivated forced disappearance of persons; to contribute to the protection of the full application of human rights and to maintain alive the collective memory of the past. The Council of Popular and Indigenous Organizations of Honduras (COPINH) is an activist indigenous organization in the southwestern region of Honduras with national reach. It was founded in March of 1993 to fight for the recognition of and achievement of political, social, cultural and economic rights for the indigenous peoples in Honduras. It is also a center for analysis of the regional and national conditions with the aim of developing actions and proposals on an ongoing basis for the achievement of its goals. The General Worker?s Central (CGT) is one of the union centrals in Honduras. It was formed in 1970 and has around 120 thousand affiliated workers. The CGT is one of the few workers? organizations to survive through the decade of the 1980?s which saw the most cruel and bloody repression against the working class and the other diverse organized sectors of the people. LOS NECIOS (OPLN) is a political organization of youth working for radical change in the dominant and unjust social and economic structures in order to build a different society. The organization is centered in Tegucigalpa and is composed of members, mainly youth, from different sectors who are committed to social transformation. The Necios? political activity is organizing in diverse social sectors, political education and ongoing analysis of the national reality. Much of their work is also in alternative media. The Fraternal Black Organization of Honduras (OFRANEH) was founded in 1979 to defend the Garifuna and other Afro-Honduran?s rights, lands, and culture and to fight for justice in all spheres of life for these communities. The Garifuna people are the largest ethnic minority in Honduras and OFRANEH has struggled for legal recognition and protection of their lands and territory, and for bilingual education. SHARE THIS ARTICLE | One year after Latin America's first coup of the century, two opposing truth commissions---one official, one not---have set to work to determine why and how Honduran President Manuel Zelaya was removed from power. At stake is the legitimacy of the Honduran state and its president, issues of hegemony versus democracy, and, not least, the historical record. The Honduran Armed Forces staged a coup d'?tat against Zelaya on June 28, 2009. Upset by Zelaya's leftward drift, Honduras' oligarchy, which has long ruled the impoverished Central American nation of 7.3 million, backed the coup. In response, Zelaya supporters, as well as those simply opposed to the rupture of democratic rule, formed a vocal opposition movement, the National Front of Popular Resistance. The coup government's reaction, which was immediate and continues to the present, has involved "thousands of human-rights violations," according to the human-rights organization Center for Justice and International Law. Scores of opposition activists have been assassinated, according to Honduran human-rights organizations. On January 26, the Honduran Congress granted amnesty to all those involved in political crimes during the coup. The next day, President Porfirio "Pepe" Lobo was inaugurated. Yet with the exception of the United States and allies like Mexico, Canada and Colombia, most of the hemisphere's nations, including Brazil, Venezuela and Argentina, and the Organization of American States still did not recognize Lobo's government. On May 4, Lobo came up with a remedy, launching "La Comisi?n de Verdad" (known in English as the "Truth Commission"). Although truth commissions are usually conducted in post-conflict situations---like in El Salvador or South Africa in the 1990s---Honduras' is to take place during ongoing conflict. The commission's stated aims are to clarify what happened before, during and after the coup that removed Zelaya from power, and to produce recommendations so that last year's events will never be repeated. Eduardo Stein, a former vice president of Guatemala, was picked by Lobo to lead it. Lobo's "Truth Commission" has already yielded diplomatic results: since its incorporation, eight nations have joined the United States in normalizing relations with Honduras. Along with Stein, the government commission will comprise two academics (the present and former presidents of Honduran National University), a Canadian career diplomat and the ex-head of the Peruvian Supreme Court. Spain, Japan, Sweden, Canada and the United States will fund the commission, rather than the Honduran government. Bertha Oliva, director of the Honduran Committee of the Detained and Disappeared, is not impressed. "The only purpose of [Lobo's Truth Commission] is to support the Honduran regime's continued efforts to whitewash those responsible for the coup and its violent aftermath," she wrote on Huffington Post. To counter the official commission, the Honduran opposition movement is establishing its own investigative body. Six human-rights organizations will launch "Comisi?n de la Verdad" (known in English as "Commission of the Truth") on June 28, the coup's anniversary. It will be "responsible for making known the human rights violations committed against thousands of Hondurans," according to a May 6 commission press release. The commission---which will include a Nobel laureate, a writer and a priest---will last one year. With the official "Truth Commission" backed by the Honduran oligarchy and the U.S. government, and the oppositionist "Commission of the Truth" backed by the Latin American Left, the two commissions will likely become respective standard-bearers for the Honduran government and the still-vibrant opposition movement---and the continuing continental struggle between haves and have-nots. Le he escuchado a Ud. hoy condenar contundentemente el magn?fico recibimiento que dieran, en su pa?s, algunos pol?ticos y empresarios al que viene de ser el dictador de Honduras, R. Entiendo su celebrado pragmatismo Presidente y la urgencia que Ud. tiene de darle la espalda a este problema, para adelantar con sus metas de gobierno para beneficio del hermano pueblo de El Salvador. Tambi?n entiendo que Ud. quiere aprovechar el hecho de que aquellas elecciones se celebraron dentro de un marco formal para reconocer al Presidente Lobo, como ha hecho oficiosa y amablemente y para procurarle el reconocimiento de otros. Pero cuando justamente acusa a Micheletti de dictador, reconoce que dio un golpe, y no voy a presumir yo de ense?arle que esa situaci?n solo se remedia concertando la paz y forjando un nuevo orden legal. No obstante, declara Ud., Se?or, seg?n la prensa de su pa?s: ?Ahora que Honduras ha recobrado la estabilidad pol?tica y social, luego del triunfo presidencial de Porfirio Lobo, El Salvador apoya su reingreso a los organismo multilaterales que (sic) se perdi? debido al Golpe de Estado?. Honduras no ha recobrado ninguna estabilidad Se?or. La misma W.O.L.A. (Washington Office for Latin America, estrechamente alineada con el Departamento de Estado reconoce en un comunicado p?blico hoy que ?persisten la inestabilidad pol?tica y la violencia contra los opositores?.) Los parlamentarios golpistas eligieron a los actuales fiscales y jueces. The Committee of Families of Detained and Disappeared in Honduras (COFADEH) has documented 710 human rights violations during the first few months of the Lobo regime alone (January 28^ through April 10), including 43 confirmed political murders before March 1. The U.S. government, meanwhile, has congratulated the Lobo government on restoring democracy in Honduras and has restored full economic and military cooperation. The United States supported and recognized last year's disputed elections---held under the auspices of the coup regime without the reinstatement of democratically elected President Manuel Zelaya or the implementation of the San Jos? Accords, negotiated by the Organization of American States (OAS), which has still not recognized the current Honduran regime. Some un official international observers (the EU and the OAS declined to send observers), on the other hand, noted "low turnout" and a "strong military and police presence" at the polling stations that they visited. The election day was also marked by violence against demonstrators, including in the second-largest city, San Pedro Sula, and raided the offices of various groups opposed to the coup.[2] <#_ftn2> Amnesty International denounced police detentions under a decree prohibiting gatherings of more than four people.[3] <#_ftn3> The United States supports the government-sponsored Truth Commission to investigate human rights violations that have taken place. This initiative is strongly criticized by the Honduran Platform for Human Rights, a coalition including representation from each of Honduras' key human rights organizations. The Platform asserts that "conditions for such a commission do not exist," given that, among other reasons, violations continue to be perpetrated against those who condemn the coup d'?tat, and state officials implicated in human rights violations continue to hold office and could therefore influence the investigation process.[4] <#_ftn4> The international human rights accompaniment delegation will be observing the inauguration of an alternative "Commission of Truth," organized by the human rights community of Honduras. About an hour later Bertha Oliva was able to speak with her by phone. She is being charged with threatening and injuring a police- in fact the head of the station. Bertha Casares adamantly denies that she has done this, saying that how would it occur to attack someone who his heavily armed, including wearing a bullet proof vest. Another member of the COPINH leadership, Salvador, who is a lawyer is filing papers to have her conditionally released, but when I called the post around the same time, they told me that she was being processed and would be sent to DNIC to be detained. We are asking that people call the police station and the DNIC. The police station numbers are 504-783-0670, 504-783-1007 and 504-783-7272. One person allegedly in charge of the police station is named Alan Domingas. The number of the DNIC is 504-783-1505. The person I spoke with is Ernesto Mejia. Obviously the timing of the arrest seems like more than mere coincidence. Please call and have others call the numbers and ask: Where is she being held? Who is the official in charge there? Ask to speak with the person in charge. What is she charged with? If she is going to be released on habeas corpus, and if so when? If not, where will she be held? All of these things might make the police act with more caution, and improve the treatment she receives.
