WOLA calls for an end to these attacks, for a thorough investigation of these criminal acts and for the perpetrators to be brought to justice. Immediately following the inauguration of Porfirio Lobo on January 27, there has been a notable increase in attacks against people opposed to the June 28 coup d'?tat and their family members. They include: * On February 24, Claudia Larissa Brizuela, a member of the opposition movement and mother of two, was murdered inside of her home by unidentified intruders. Her father, Pedro Brizuela, is a prominent opposition politician and journalist. * On February 15, Julio Benitez, a member of the workers' union (SANAA), was murdered outside of his home in a drive-by shooting in Colonia Brisas de Olancho. * On February 12, Hermes Reyes, a member of an opposition group, was kidnapped and beaten by three paramilitaries. That same day, men who identified themselves as police looted the home of Porfirio Ponce, a union organizer and opposition activist. * On February 10, a family of five in San Pedro Sula was abducted for five days. Two of the women were raped and all five were tortured. All are active members of the political opposition movement. * In early February, two reporters were kidnapped by paramilitaries in Tegucigalpa. The paramilitaries physically abused the reporters and demanded that they divulge information about the opposition movement. "The respect for human rights deteriorated following the coup d'?tat on June 28, 2009. Even the US Government has acknowledged this and it is alarming that it is continuing under the new government," stated Vicki Gass, a Senior Associate on Rights and Development who lived in Honduras for two years following Hurricane Mitch. WOLA warns that continued human rights violations and pervasive impunity will undermine the government's goal of rebuilding trust in democratic institutions and embolden perpetrators of political violence. "If President Lobo wants international recognition and aid reinstated after his country was shunned by governments following last year's coup, then he needs to get the military back in the barracks and end these violations," she added. No es la primera ocasi?n en que los peri?dicos propiedad de Larach Canahuati lanzan acusaciones en contra del movimiento popular, con la clara intenci?n de polarizar la candente situaci?n pol?tica en que se encuentra una de las zonas m?s pobres del pa?s. El fracaso de la reforma agraria, motivado entre otras por la Ley de Modernizaci?n Agr?cola y el feudalismo que prevalece en las zonas rurales el pa?s, ha servido para incrementar el alto grado de miseria que se vive en el bajo aguan. La palma africana y su expansi?n acelerada en la costa norte de Honduras ha servido para fomentar el latifundismo, sirviendo a los intereses econ?micos de unos cuantos acaudalados que hasta la fecha se vienen apropiando de enormes extensiones de tierra, destinadas al cultivo de la oleaginosa en detrimento de la seguridad alimenticia del pa?s. En los ?ltimos a?os, especialmente posterior al golpe de estado del a?o pasado, los capos de la palma han incrementado su actitud de hostigamiento hacia los grupos campesinos asentados en la regi?n, los cuales reclaman con toda la raz?n sus derechos a la posesi?n de la tierra, el que les ha sido denegado hist?ricamente en nuestro pa?s. La actitud asumida por el diario La Prensa al supuestamente hacer p?blico el informe de inteligencia militar, implica una acusaci?n que puede servir para originar y justificar una masacre de grupos campesinos, al enardecer a los latifundistas y sus ej?rcitos de sicarios al servicio de los intereses de la "democracia". Los peri?dicos de Larach (Heraldo y Prensa) durante varios a?os han venido haciendo alarde del poder que tiene la distorsi?n de la informaci?n en la generaci?n de la opini?n p?blica. Los sectores m?s recalcitrantes en la defensa del status quo y por supuesto de los privilegios de la peque?a minor?a que ha saqueado el pais en detrimento de la gran mayor?a , se han sustentado en los medios de Larach para denigrar y difamar a l?deres, organizaciones y procesos que cuestiona el fedualismo imperante en el pa?s. Los amos y se?ores de la palma, Ren? Morales y Miguel Facusse han sido se?alados durante a?os como los ac?rrimos enemigos de los grupos campesinos, con las cuales mantienen disputas territoriales; hasta el punto que Facuss? acus?, que las impugnaciones de los grupos campesinos son motivo por el cual instituciones bancarias internacionales han frenado empr?stitos a sus empresas (http://www.latribuna.hn/web2.0/?p=99184). El modelo agr?cola que impone la palma africana adem?s del enorme costo social, implica una deterioro ambiental, por la destrucci?n acelerada de los humedales y la enorme cantidad d agrot?xico utilizados en las plantaciones. Las comunidades gar?funas han sufrido la tragedia de la voracidad de Miguel Facuss?, el que en nombre del "desarrollo" se ha apropiado de lugares estrat?gicos, sin que las autoridades competentes medien en el asunto. La volatibilidad del Bajo Aguan sumado a la ofensiva que se viene dando por los medios de comunicaci?n del r?gimen, hace pensar que se est? abonando el camino para emprender desalojos masivos de los campesinos radicados en el Aguan, bajo el pretexto del surgimiento de un movimiento armado. El "informe" llega al extremo de canibalizar a la iglesia cat?lica, en especial a los jesuitas, grupos ambientalistas y ?tnicos. Este no es el primer globo sonda conminando a la persecuci?n de individuos y organizaciones de base, cuyo crimen es denunciar las iniquidades y ausencia de aplicaci?n de justicia. Ya para el 24 de agosto del a?o pasado, los peri?dicos de Larach hicieron eco de un art?culo publicado por el Wall Street Journal, peri?dico de la cadena de Rupert Murdoch, en el cual acusaban al partido Unificaci?n Democr?tica (UD), Federaci?n Unitaria de Trabajadores de Honduras (FUTH), un sacerdote y un l?der del pueblos negro, como contacto de las FARC (http://www.laprensa.hn/Internacionales/Ediciones/2009/08/24/Noticias/Pruebas-de-nexos-de-las-Farc-con-UD-y-FUTH). La publicaci?n del art?culo en cuesti?n, ocultaba siniestras intenciones por parte de los reales gestores del golpe en Honduras: La criminalizaci?n de la resistencia convierti?ndola de un movimiento pacifista a una replica de movimientos armados, fueron argumentos esgrimidos por los especialistas en desinformaci?n de las agencias de inteligencia de los Estados Unidos. Por supuesto que los nuevos asesores en seguridad provenientes de Colombia, est?n involucrados en utilizar a los medios de comunicaci?n local, para estimular la imaginaci?n de las masas, insinuando que el Bajo Aguan es un escenario de guerra. A partir de ese punto, es de esperar la implementaci?n de los falsos positivos, situaci?n en la cual son expertos los asesores de la democracia de la motosierra, que parece ser han venido al pa?s como invitados de la actual administraci?n. El caso de los campesinos del Bajo Aguan es un indicador de la enorme disparidad que existe en Honduras en cuanto a la distribuci?n de la riqueza, sin embargo la pobreza no es para Larach y Compa?ia un detonante social. Es simplemente parte del paisaje y una forma de conservar privilegios, mientras tanto persisten en practicar periodismo a la Judith Miller del new York Times (remember: armas de destrucci?n masiva en Irak). Hermanos y hermanas: la Hora es ahora. Por eso estamos invitados todos y todas a refundar nuestros corazones, nuestras ideas, nuestras luchas, nuestros sue?os. Washington, D.C., March 8, 2010?The Inter-American Commission on Human Rights (IACHR) condemns and laments the murders last month of three persons in Honduras who were active in the resistance to the coup d??tat or related to activists. It also deplores the kidnappings, arbitrary detentions, acts of torture, sexual violations, and illegal raids to which other members of the resistance have been victims. The IACHR also expresses its deep concern over information it has received indicating that sons and daughters of activists are being threatened and harassed, and that in two cases they have been killed. According to the information received, on February 3, 2010, 29-year-old Vanessa Zepeda Alonzo, who was active in the Resistance Front and was affiliated with the Social Security Employees Union, was found dead in Tegucigalpa. According to eyewitnesses, her body was thrown out of a car. Likewise, on February 15, 2010, Julio Funez Benitez, an active member of the resistance who belonged to the SANAA Workers Union, was holding a conversation on the sidewalk outside his residence in the Colonia Brisas neighborhood of Olancho when he was killed with two shots fired by unknown gunmen traveling on a motorcycle. Finally, on February 24, 2010, Claudia Maritza Brizuela, 36 years old, was killed in her home. She was the daughter of union and community leader Pedro Brizuela, who participates actively in the resistance. Two unknown individuals came to her door, and when she opened it, Claudia Brisuelas was shot and killed in front of her children, ages 2 and 8. The Commission observes with dismay that it appears that sons and daughters of leaders of the Resistance Front are being killed, kidnapped, attacked, and threatened as a strategy to silence the activists. Along these lines, on February 17, 2010, Dara Gudiel, who was 17, was found hanged in the city of Danl?, in the department of Para?so. Dara Gudiel was the daughter of journalist Enrique Gudiel, who runs a radio program called ?Siempre al Frente con el Frente? (?Always Upfront with the Front?), which broadcasts information about the resistance. Days before she was found hanged, Dara Gudiel had been released after having been kidnapped and held for two days, during which time she was alleged to have been physically mistreated. Separately, on February 9, 2010, five members of a family that is active in the resistance were kidnapped by seven heavily armed men who were dressed in military uniforms and wore ski masks over their faces. One of those kidnapped was a young woman who in August 2009 reported having been raped by four police officers after they had detained her in connection with a demonstration against the coup d??tat perpetrated on June 29. In the February 9 attack, the armed men intercepted the vehicle in which the young woman was traveling with her brother, her sister, and two other individuals; when they offered to turn over the keys to the car, the men responded that what they wanted was the young woman, ?to see if she would report them this time.? The five were forced at gunpoint to walk into the mountains, where two of the women were sexually violated; the third was the victim of robbery and death threats, and the two men were subjected to physical torture. They were released hours later. These events take place in a context of grave harassment directed against active members of the resistance in Honduras; during the last month, there have been more than fifty detentions, eight cases of torture, two kidnappings, two rapes, and one raid on a residence. These attacks have been made against members of the resistance, unionists, and journalists, as well as their sons and daughters. Honduras must adopt urgent measures to guarantee the rights to life, humane treatment, and personal liberty. All persons, without distinction, must be equally protected in the exercise of their rights to freedom of expression, assembly, and political participation. The IACHR finds it necessary to reiterate that political and social participation through public demonstration is essential in the democratic life of societies, and that it is imbued with an imperative social interest. People from all political sectors have the right to fully and freely exercise their right to freedom of expression and their right to assembly, without violence and in accordance with the law and with inter-American standards for the protection of human rights. As the Commission and the Inter-American Court of Human Rights have indicated, the States not only must not interfere with the exercise of these rights, but they must also adopt measures to ensure that these rights can be exercised effectively.????? Dos desconocidos llamaron a la puerta y al abrir, Claudia Brisuelas fue asesinada a balazos, frente a sus hijos de 2 y 8 a?os de edad. La Comisi?n observa con consternaci?n que se estar?a asesinando, secuestrando agrediendo y amenazando a los hijos y a las hijas de los l?deres del Frente de Resistencia, como una estrategia para acallarlos. En este sentido, el 17 de febrero de 2010 apareci? ahorcada Dara Gudiel, de 17 a?os de edad, en la Ciudad de Danl?, departamento del Para?so. Dara Gudiel era hija del comunicador social Enrique Gudiel, quien dirige un programa de radio llamado ?Siempre al Frente con el Frente?, donde se transmiten informaciones sobre la resistencia. D?as antes de aparecer ahorcada, Dara Gudiel hab?a sido liberada, luego de permanecer secuestrada dos d?as durante los cuales habr?a sido maltratada f?sicamente. Por otra parte, el 9 de febrero de 2010 fueron secuestrados cinco miembros de una familia que es activa en la resistencia, por siete hombres fuertemente armados que vest?an uniforme militar y ten?an el rostro cubierto con gorros pasamonta?as. Una de las personas secuestradas era una joven que hab?a denunciado en agosto de 2009 haber sido violada sexualmente por cuatro polic?as luego de haberla detenido en una manifestaci?n contra el golpe de Estado perpetrado el 29 de junio. El 9 de febrero, los hombres armados interceptaron el veh?culo en el cual viajaba la joven junto con su hermano, su hermana y otras dos personas; cuando les ofrecieron las llaves del auto, respondieron que lo que quer?an era a la joven, ?a ver si esta vez los denunciaba?. Los cinco fueron obligados a punta de pistola a caminar monta?a adentro, donde dos de las mujeres fueron violadas sexualmente; la tercera fue v?ctima de robo y amenazas de muerte, y los dos hombres fueron sometidos a torturas f?sicas. Fueron liberados horas despu?s. Estos hechos se dan en un contexto de grave hostigamiento contra los miembros activos de la resistencia en Honduras, en el cual durante el ?ltimo mes se han producido m?s de medio centenar de detenciones, ocho casos de torturas, dos secuestros, dos violaciones sexuales y un allanamiento de domicilio. Estas agresiones se han realizado contra miembros de la resistencia, sindicalistas y comunicadores sociales, as? como sus hijos e hijas. Honduras debe adoptar medidas urgentes para garantizar los derechos a la vida, integridad personal y libertad personal. Todas las personas sin distinci?n deben estar igualmente protegidas en el ejercicio de sus derechos a la libertad de expresi?n, reuni?n y participaci?n pol?tica. La CIDH encuentra necesario reiterar que la participaci?n pol?tica y social a trav?s de la manifestaci?n p?blica es esencial en la vida democr?tica de las sociedades, y que reviste un inter?s social imperativo. Si el primer encuentro, en junio del 2009 (d?as antes del golpe de Estado), se propuso pensar colectivamente los pasos hacia la Asamblea Constituyente, este segundo encuentro tiene el desaf?o de reinstalar el debate del movimiento popular para impulsar un proceso constituyente, en un contexto adverso, debido a la instalaci?n de un gobierno continuista del r?gimen golpista. Pero un contexto marcado tambi?n por el enorme dinamismo que se desat? en Honduras, que lleva el nombre de RESISTENCIA. Quienes hacen esta convocatoria, saben que la misma se realiza en un momento en el que los sectores hegem?nicos del poder mundial, intentan legitimar al gobierno de Porfirio Lobo, surgido de unas elecciones fraudulentas. Por ello, la posibilidad de que la Resistencia articule un discurso y un proyecto pol?tico audaz, pasa a ser un tema estrat?gico. Van llegando hasta los lugares de recepci?n comunidades ind?genas integrantes de COPINH. Llegan con sus aportes al evento: frijoles, guineos, ma?z, frutas. Varios de ellos y ellas, llegan ?cansados pero llegan- a la Utop?a, el centro de formaci?n que tiene COPINH. As?, la Utop?a y La Esperanza, tienen encarnaduras concretas en las nuevas pr?cticas sociales de creatividad de los pueblos en Resistencia. La Utop?a es un enorme hormiguero donde hombres y mujeres de todas las edades, entran y salen organizando las mesas de inscripci?n, pegando l?minas con los nombres de los compa?eros y compa?eras asesinados por la dictadura, organizando los lugares de alojamiento y comida para alrededor de 1000 personas. Otro hormiguero hay en la Escuela Normal de Occidente, donde se desarrollar?n los debates. La actividad est? prevista como un ejercicio de debate de los temas centrales que est?n planteados para la creaci?n de un proyecto pol?tico alternativo: las 20 asambleas que se reunir?n el d?a 13, despu?s de la apertura, debatir?n como ejes transversales: construcci?n de poder popular, refundaci?n de Honduras, y Asamblea Constituyente. In order to put these statements into perspective, we would like to share with you a few short but important recent documents published by respected international and Honduran human rights organizations. They present a picture of recent developments in Honduras that contrasts sharply with Secretary Clinton?s characterizations, and also raise important issues surrounding the current proposal for a ?truth commission?. Although Secretary Clinton declared that the Honduras crisis has been ?without violence?, the unfortunate reality is that violent attacks directed at groups and individuals opposed to the coup d??tat have been a regular occurrence since the June 28th coup and continue to this day. According to the respected Honduran human rights organization COFADEH, at least forty anti-coup activists have been murdered since June 28. On March 8, 2010 the Inter American Commission on Human Rights issued a release condemning a series of attacks against activists and their relatives that have occurred since the inauguration of Porfirio Lobo on January 27th. These include three murders, a number of kidnappings, arbitrary detentions, acts of torture and illegal raids. On March 3rd, Human Rights Watch sent a letter to the Honduras Attorney General stating that these attacks ?could generate a chilling effect that would limit the exercise of basic political rights in Honduras.? The Lobo government has indeed taken steps to establish a ?truth commission.? However, serious doubts have been raised regarding the legitimacy and credibility of the commission proposal that is being jointly promoted by the Lobo government and the US administration. The ?Platform for Human Rights? ? a coalition that includes each of Honduras? key human rights organizations ? issued a statement on Feb. 18. The coalition considers that ?the conditions for such a commission do not exist? given that, among other reasons: ?There is no political will to stop the violation of human rights. Violations continue to be perpetrated against those who (?) condemn the coup d?etat.? The Commission is not being created in conformity with respected international standards applicable to truth commissions. For example, there has been no consultative process involving victims and human rights organizations so as to define the mandate or the type of violations to be investigated.? ?State officials, who are authors or accomplices to human rights violations, continue to hold office and could as a consequence be involved in the investigation process.? In her statements to the press in Costa Rica, Secretary Clinton noted that many governments in the hemisphere have pursued a different course than the US administration and have chosen not to recognize the Lobo government. ?I don?t know what they?re waiting for,? she said, ?but that?s their right, to wait.? Nahum Palacios, director of a TV station in Tocoa near the Caribbean coast, was shot to death Sunday night as he drove home and was intercepted by two other vehicles, said Leonel Sauceda, a spokesman for the federal police. It was unclear whether the killing of the 36-year-old was related to his work as a journalist. The car in which Palacios traveled was pocked with 42 bullet holes. A woman also in the vehicle was treated at a hospital and a cameraman was unharmed. The protest took place in San Pedro Sula, a northern industrial city plagued by organized crime and youth-gang violence. Journalists demanded justice for dead colleagues and a halt to violence. On Thursday, a 51-year-old radio journalist was ambushed and killed in the nearby northern city of La Ceiba. David Meza, whose career spanned three decades, was shot as he arrived home in his car. Joseph Ochoa, of the Canal 51 television station in the capital of Tegucigalpa, was killed earlier this month in an attack on another journalist, Karol Cabrera, who was wounded. A previous attack on Cabrera in December killed her pregnant 16-year-old daughter. Las redes internacionales de sociedad civil, de cooperaci?n y de derechos humanos abajo firmantes, queremos expresar nuestra preocupaci?n por la invitaci?n que su gobierno ha realizado al se?or Porfilio Lobo Sosa a participar en la VI Cumbre de Jefes de Estado y de Gobierno de la Uni?n Europea, Am?rica Latina y el Caribe que tendr? lugar en Madrid el pr?ximo mes de mayo. Como lo hemos manifestado en reiteradas ocasiones, creemos que el traspaso de poder al se?or Porfilio Lobo Sosa no solucion? el profundo conflicto democr?tico que afronta el gobierno de Honduras desde la perpetraci?n del golpe de estado el 28 de junio del 2009. El reconocimiento r?pido del gobierno de Honduras por parte de la comunidad internacional, es un p?simo precedente para Latinoam?rica - regi?n que celebra dos siglos de independencia, de construcci?n de democracia- y que cre?a ya superado los fantasmas de los golpes de Estado. Por tanto recordamos que: 1) El se?or Lobo Sosa, fue electo en un proceso electoral no reconocido por la comunidad internacional y viciado por la militarizaci?n del pa?s, las limitaciones a las libertades fundamentales y bajo la perpetraci?n del crimen de persecuci?n pol?tica desde el golpe de Estado mismo. El se?or Lobo Sosa no solamente no conden? el golpe de Estado sino que, como presidente de su partido pol?tico, no impidi? que ?ste lo respaldara; tampoco habiendo sido electo Presidente contribuy? para el restablecimiento previo de la democracia y el cumplimiento del Acuerdo Guaymuras-San Jos?. 2) Como presidente del Partido Nacional, el se?or Lobo Sosa, en el momento del golpe, influy? para que los diputados de su partido pol?tico,asimismo, lo respaldaran. 3) El se?or Lobo Soza contribuy? con su partido pol?tico a otorgarle el t?tulo a Roberto Micheletti de diputado vitalicio, a la usanza de lo que lograra Pinochet en Chile, pese a que dicha figura es contraria a la Constituci?n hondure?a. Y, en su primer acto como gobernante firm? un decreto de amnist?a para los involucrados en la realizaci?n y mantenimiento del r?gimen de facto. 4) Recordamos igualmente que el r?gimen de facto no desapareci? con la transici?n presidencial ileg?tima del ?ltimo 27 de enero; tanto la Corte Suprema de Justicia, la Fiscal?a General de la Naci?n, el Comisionado Nacional de Derechos Humanos, la Polic?a Nacional, el Ej?rcito Nacional, as? como otras instancias del Estado han estado comprometidas con el golpe de Estado y, por acci?n y omisi?n, con graves violaciones de derechos humanos, en particular el crimen de persecuci?n pol?tica denunciado ante la Corte Penal Internacional. 5) De igual manera, rechazamos la decisi?n de la Corte Suprema de declarar el sobreseimiento definitivo de seis oficiales militares de alto rango que apoyaron el golpe, alegando que su actuaci?n fue para defender la democracia y la paz en Honduras. Esta resoluci?n del Magistrado Presidente de la Corte Suprema de Justicia, Jorge Rivera Avil?s, libera de responsabilidad a los militares que ejecutaron el golpe de Estado, mostrando una vez m?s la politizaci?n del ?rgano judicial, la ausencia de garant?as para establecer la verdad, para que se haga justicia y para que se repare a las v?ctimas. 6) Rechazamos el nombramiento de Romeo V?squez, una de los rostros m?s visibles del golpe de Estado, como director de Hondutel, una de las empresas claves del Estado hondure?o, con este nombramiento por parte de Lobo Sosa, se demuestra que ?ste no s?lo no tiene voluntad de hacer cambios profundos, sino que sigue cumpliendo compromisos adquiridos con los responsables del golpe. 7) Solicitamos que se mantengan las sanciones sobre Honduras tanto a nivel de la cooperaci?n internacional -salvo la dirigida directamente a organizaciones de la sociedad civil y la ayuda humanitaria-, como de las sanciones diplom?ticas, de manera que no se acepte en territorio europeo a ninguna persona vinculada con el golpe de Estado del pasado 28 de junio. El restablecimiento de la cooperaci?n internacional al Estado de Honduras debe estar condicionado a la depuraci?n de los golpistas presentes en la direcci?n de las m?s importantes instituciones del Estado. 8) Pedimos repudiar el decreto de amnist?a que est? hecho para favorecer a los golpistas. El apoyo anunciado de Espa?a y, probable de la UE a la Comisi?n de la Verdad, debe estar condicionado a que realmente se garantice la imparcialidad, objetividad y a que se garanticen los derechos de las v?ctimas a la verdad, a la justicia, a la reparaci?n y a las garant?as de no repetici?n de otros golpes de Estado ni de los dem?s cr?menes cometidos por los golpistas. 9) Destacamos que los d?as 22 y 23 de febrero de 2010 se celebr? en M?xico la Cumbre del Grupo R?o, en la cual se aprob? la constituci?n de la Comunidad de Estados Latinoamericanos y Caribe?os. En esta Cumbre no se invit? al presidente de Honduras debido a que la pertenencia del pa?s a la Organizaci?n de Estados Americanos (OEA) est? suspendida a causa del derrocamiento de Manuel Zelaya de la Presidencia el pasado 28 de junio. El gobierno de Espa?a, en el marco de su presidencia de la UE, deber?a ser consecuente y demostrar respecto a las resoluciones y decisiones de instancias regionales como el Grupo de Rio y considerar las consecuencias que ?sto tiene para Latinoam?rica. 10) Insistimos, por tanto, en que la Presidencia Espa?ola de la Uni?n Europea y los Estados miembros no deber?an dar se?al alguna de que puede legitimarse un golpe de Estado a trav?s de un proceso electoral cuando no se ha garantizado el restablecimiento previo de la democracia y las autoridades electas ellas mismas han sido auspiciadoras o c?mplices del rompimiento de la democracia. Por todo lo expresado, insistimos ante la Presidencia Espa?ola de la Uni?n Europea para que retire la invitaci?n otorgada al se?or Porfilio Lobo Sosa a participar en la VI Cumbre de Jefes de Estado y de Gobierno que se celebrar? en mayo pr?ximo, en Madrid. Creemos que mantener la invitaci?n al se?or Lobo Sosa afecta a las relaciones eurolatinoamericanas y es una se?al negativa frente al futuro de la democracia en Latinoam?rica. Esperamos de la Presidencia Espa?ola que, en coherencia con sus fidelidades profundas y en defensa de los principios y talante democr?tico que ha mantenido en muchos espacios de la comunidad internacional, no defraude las expectativas que su Presidencia ha creado, y, de nuevo, aporte referentes valiosos para que sigan avanzando los procesos democratizadores en Am?rica Latina y el Caribe. A las tres de la tarde fue avistado una persona desconocida frente a las instalaciones del Instituto Oficial de Secundaria, San Jos? del Pedregal, esta inusual presencia de un desconocido provoc? inquietud entre los alumnos y profesores, m?s de treinta profesores (as) integran el staff del personal docente que cubre las obligaciones pedag?gicas en el centro educativo. Entre los docentes se encontraba el Profesor en Ciencias Sociales Jos? Manuel Flores, quien cubr?a su rol de maestro consejero; testigos en el lugar de los hechos vieron dos veh?culos pick up, aproximarse por la parte trasera de las instalaciones de la Instituci?n, uno color Verde y otro color blanco; por su apariencia modelos 2009. El Profesor Manuel, como le llaman sus amigos y amigas, se encontraba en la parte de atr?s de las instalaciones, haciendo su labor de supervisi?n con los alumnos (as), ah? se encontr? con los asesinos, estos hab?an pasado el cerco perimetral y dispararon su armas de fuego a mansalva, el profesor Manuel se encontraba en una terraza y se fue al vaci?, desde arriba los asesinos volvieron a disparar, en la huida a uno de ellos se le enredo el gorro pasamonta?as en la serpentina que sirve de seguridad perimetral, ya ellos hab?a abierto un boquete esperando a su victima, el Profesor muri? en el acto. De esta manera asesinan otro miembro m?s de la Resistencia Contra el Golpe de Estado, el Profesor Manuel era miembro del Partido Socialista de los Trabajadores (PST), escritor de art?culos algunos ellos publicados en el diario la Tribuna y otros en el peri?dico digital el SOCA de tendencia socialista. After one year of relentless repression, the resistance movement is strong, resilient and advancing the dream of social change. Tragically, repression remains strong as well. Yesterday, as a delegation of Honduran lawyers testified about human rights abuses before the Interamerican Human Rights Commission of the OAS in Washington DC, a group of hooded men entered a middle school in Tegucigalpa, assassinating a teacher, who was riddled with bullets at close range in front of his colleagues and students. On June 28^th , the people of Honduras will show their determination to continue resisting the coup by holding a national consultation - where people will cast their vote on the question of holding "National Inclusive and Popular Constitutional Assembly." The *Quixote Center Accompaniment Delegation* will serve as observers to this process, reporting on what we find and providing alternative voices to the Honduran and U.S. media. *Estimated Cost: *The cost of the trip will include RT airfare to Honduras, plus $700 for in country expenses (food, lodging, transport, program set up, translation etc) * * *Participants: *Those interested in participating should have some experience traveling in a developing country or zone of conflict and ability to manage stress in a fluid situation. Bonilla also issued house arrests against 5 people for being over 60 years old, and another worker because he has diabetes. The judge who bears the burden of proof is Alina Aguilera, but she could not conduct the hearing this day and Judge Melvin Bonilla. acted in her place. A team of lawyers with the Committee of Relatives of the Detained and Disappeared in Honduras (Cofadeh) came in person to the seat of the court located in La Granja, Comayag?ela, but they were prevented from entering by the security guards and police. Cofadeh believes that the judge?s actions violates the process of presumption of innocence. The defense said there is no risk of flight by the accused so preventative detention was unnecessary. Moreover, the union defendants argued that there is no risk of obstruction of justice by their clients, so the decision to give them provisional measures of preventive detention is due more to a kind of bias towards the workers union for being a part of the National Front of the Popular Resistance. Despite the restrictions on information, it is known that the 10 union members will be deprived of their freedom and will remain imprisoned at the National Penitentiary, located in Tamara, Francisco Moraz?n, about 15 kilometers from the capital, until the time and date of next hearing. The court building remained guarded by a strong contingent of riot police stationed in front, sides and back of the court building, while more than a hundred members of the National Resistance Front demanded outside the immediate release of the union workers. The conflict between the union workers and authorities of the National Autonomous University of Honduras (UNAH) had not been resolved for three weeks, since there was no agreement on a number of wage increase demands presented by SITRAUNAH. They had proceeded to take the university campus buildings to protest the stalemate in negotiations. Around 4:00 pm the riot police (over one hundred) fired tear gas and struck protestants with batons as a show once again of repression against the National Front for Popular Resistance. The unionists? lawyers requested a new hearing to review the precautionary measures, based on Articles 80 and 82 of the Constitution of the Republic, and 173 numerals 5,6 and 7 of the Criminal Procedure Code. En el hecho criminal muri? inmediatamente en el interior de su veh?culo, el comunicador social Jos? Bayardo Mairena Ram?rez (52), mientras que su compa?ero de labores, Manuel de Jes?s Ju?rez (55), fue trasladado mortalmente herido a bordo de una ambulancia del Cuerpo de Bomberos hacia el Hospital San Francisco de Juticalpa donde expir? minutos m?s tarde. En la escena del crimen, las autoridades encontraron varios casquillos de bala de diferente calibre, al tiempo que se confirm? que los dos cad?veres ten?an al menos 13 impactos de bala cada uno.
