<b><span style="font-weight: bold;">Washington</span></b><b><span style="font-weight: bold;">, D.C.</span></b> - The Brazilian government's Ambassador to the Organization of American States, Ruy de Lima Casaes e Silva, </span></font><font style="font-size: 8pt;" face="Arial" size="1"><span style="font-size: 9pt; font-family: Arial;"><a href="http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=cOmgtyleLNTlVVCjfEL%2Bixr4QwrcEUDA" target="_blank"><font size="3"><span style="font-size: 12pt;">accused the Honduran coup regime of "torture"</span></font></a></span></font><font face="Arial"><span style="font-family: Arial;"> in its ongoing attacks on Brazil's embassy in Honduras.<br>

Ambassador Lima Casaes described an elaborate series of measures taken by the Honduran security forces surrounding the Embassy to cause sleep deprivation among those inside. These included ultra-high-intensity lights, high-decibel sound, and other measures.<br>
<br>
He also mentioned other attacks including tear gas and attacks with unidentified gases, and other forms of harassment and violations of international law including restricting food deliveries.<br>

All of these are serious violations of international law, and have already been </span></font><font style="font-size: 8pt;" face="Arial" size="1"><span style="font-size: 9pt; font-family: Arial;"><a href="http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=VFyefpYg8kM7eAORNaSRdhr4QwrcEUDA" target="_blank"><font size="3"><span style="font-size: 12pt;">condemned</span></font></a></span></font><font face="Arial"><span style="font-family: Arial;"> on September 25 by the Security Council of the United Nations. <div><font face="Arial"><span style="font-family: Arial;">Brazil accuses Honduran Coupists of Torture<br>
<br>
Washington, Oct 21(Prensa Latina) Brazil denounced to the<br>
Organization of American States (OAS) the tortures carried out by<br>
Honduran coupists before their embassy in Tegucigalpa, where<br>
constitutional president Manuel Zelaya is living.<br>
<br>
The Brazilian ambassador to the OAS permanent council, Ruy Casaes,<br>
demanded in extraordinary meeting, the end of those practices that<br>
threaten human dignity.<br>
<br>
Casaes said the embassy is surrounded by military and police forces<br>
and at night, coupists place large lamps and make many noises, even<br>
animal sounds, preventing people there to sleep.<br>
<br>
The most recent case happened in the early hours of Wednesday, when a<br>
loud military march was heard and also the music called "La<br>
golondrina", a bird that is related to death.<br>
<br>
"I do not have any doubts it is torture", said Casaes and pointed the<br>
de facto regime use more sophisticated means every time.<br>
<br>
In front of the Brazilian embassy in Honduras there are located two<br>
mobile platforms with armed guards, who watch the movements in the<br>
house the 24 hours.<br>
<br>
On the other hand, they limit food delivery for the 40 people living<br>
there, and it has to be inspected by a dog first.<br>
<br>
On one occasion, the food was exposed to the sun for so long that it<br>
caused stomach problems because the food was in state of<br>
decomposition, said Casaes.<br>
<br>
The Brazilian ambassador to OAS asked the international community to<br>
condemn the use of torture and announced the possibility of turning<br>
to other authorities to demand punishment for those responsible.<br>
