of "Torture"
------------------------------
*For Immediate Release:* October 21, 2009

*Washington**, D.C.* - The Brazilian government's Ambassador to the
Organization of American States, Ruy de Lima Casaes e Silva, accused the
Honduran coup regime of
"torture"<http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=cOmgtyleLNTlVVCjfEL%2Bixr4QwrcEUDA>in
its ongoing attacks on Brazil's embassy in Honduras.

Ambassador Lima Casaes described an elaborate series of measures taken by
the Honduran security forces surrounding the Embassy to cause sleep
deprivation among those inside. These included ultra-high-intensity lights,
high-decibel sound, and other measures.

He also mentioned other attacks including tear gas and attacks with
unidentified gases, and other forms of harassment and violations of
international law including restricting food deliveries.

All of these are serious violations of international law, and have already
been condemned<http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=VFyefpYg8kM7eAORNaSRdhr4QwrcEUDA>on
September 25 by the Security Council of the United Nations. Today OAS
Secretary General Jose Miguel Insulza also
condemned<http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=Vpw69mYGmUXbw16%2BWwlGPhr4QwrcEUDA>the
ongoing "harassment" of the Brazilian embassy in Tegucigalpa.

"These ongoing violations indicate that the coup regime in Honduras has no
interest in dialogue or a mediated solution to the Honduran crisis," said Mark
Weisbrot<http://salsa.democracyinaction.org/dia/track.jsp?v=2&c=xtZlWhJKaP5%2BiUaGv5O9%2Bxr4QwrcEUDA>,
Co-Director of the Center for Economic and Policy Research. "The also
indicate an astounding lack of regard for international law, unusual even in
the history of military coups over the last century."

Brazil accuses Honduran Coupists of Torture

Washington, Oct 21(Prensa Latina) Brazil denounced to the
Organization of American States (OAS) the tortures carried out by
Honduran coupists before their embassy in Tegucigalpa, where
constitutional president Manuel Zelaya is living.

The Brazilian ambassador to the OAS permanent council, Ruy Casaes,
demanded in extraordinary meeting, the end of those practices that
threaten human dignity.

Casaes said the embassy is surrounded by military and police forces
and at night, coupists place large lamps and make many noises, even
animal sounds, preventing people there to sleep.

The most recent case happened in the early hours of Wednesday, when a
loud military march was heard and also the music called "La
golondrina", a bird that is related to death.

"I do not have any doubts it is torture", said Casaes and pointed the
de facto regime use more sophisticated means every time.

In front of the Brazilian embassy in Honduras there are located two
mobile platforms with armed guards, who watch the movements in the
house the 24 hours.

On the other hand, they limit food delivery for the 40 people living
there, and it has to be inspected by a dog first.

On one occasion, the food was exposed to the sun for so long that it
caused stomach problems because the food was in state of
decomposition, said Casaes.

The Brazilian ambassador to OAS asked the international community to
condemn the use of torture and announced the possibility of turning
to other authorities to demand punishment for those responsible.
